Job Description
POSITION OVERVIEW
Decisions are guided by policies, procedures, and business plan. The Supply Chain Manager coordinates, organizes, and oversees all activities involved in the identification, acquisition, production, and distribution of the Colstrip Power Plant’s goods and services. This position will provide full oversight of the Colstrip Power Plant’s warehouse operations, and sourcing/purchasing operations for both contracts and materials’ sourcing. Supervisory responsibilities include, hiring and training of sourcing and warehouse supervisors and staff members, overseeing the daily workflow and schedules of the departments, conducting performance reviews, discipline and termination in accordance with Company policies and procedures.
DUTIES & RESPONSIBILITIES:
  • Collaborates with other departments and stakeholders to identify and maintain resources needed to establish and provide an effective supply chain.
  • Establishes performance metrics for measurement, comparison, or evaluation of factors affecting the supply chain.
  • Develops and maintains detailed inventories of materials and supplies located at the Colstrip Power Plant.
  • Maintains required quantity of supplies and materials to optimize production.
  • Develops policies to increase efficiency throughout the supply chain while ensuring quality and safety; implements subsequent changes to processes.
  • Assesses the need for material-handling equipment and staffing; makes recommendations to ensure efficient loading, unloading, movement, and storage of materials.
  • Negotiates prices for raw material and delivery with suppliers, vendors, and/or shipping companies.
  • Monitors the performance of suppliers, assessing their ability to meet quality and delivery requirements; identifies and qualifies new suppliers in collaboration with other departments.
  • Leads the activities of Logistic Services and Sourcing personnel by continually monitoring the department’s activities.
  • Adapts departmental plans and priorities to address business and operational challenges.
  • Provides technical guidance related to safety, compliance, and inventory management to employees and/or customers. Customers include generation facility operations and maintenance, engineering, sourcing, and other service groups.
  • Ability to foster an environment of teamwork between plants, sourcing, and logistics staff.
  • Develop negotiation strategies and company positions on complex (multi-million dollar) contracts, work with Office of General Counsel to identify and incorporate appropriate levels of commercial protection and conduct negotiations to achieve the optimal business results for the company.
  • Perform market analysis and financial analysis to determine business risk associated with a supplier or contract. Mitigate risk as necessary by using hedges for foreign currency, pursuing performance and payment bonds, or obtaining parental guarantees.
  • Analyze and develop company position on claims and disputes, and subsequently consult with senior management to resolve/negotiate claims and disputes associated with complex procurements.
  • Manage the procurement process from specification/definition of need through contract administration. Evaluate sources of supply and develop optimal pricing methodology, warranty, and product/service performance requirements. Utilize the most strategic sourcing method (alliance, auction, blanket, contract, master service agreement, purchase order) to acquire the necessary products and services at the maximum level of savings.
  • Identify new sources of supply, and potentially acceptable new products/technologies. Establish/maintain professional relationships with suppliers/partners, based on the highest ethical business practices as set forth in the Code of Business Ethic sand Supply Chain Polices.
  • Support complex capital projects (such as substation, line, and power plant construction) by working with the project management team to develop the project plan, identify required resources, acquire necessary equipment and services, and manage contract performance.
  • Analyze and evaluate the levels of inventory in support of the Generation and Electric Utilities companies. Determine and maintain appropriate stocking levels ($$$ or # of items), and identify the necessary warehousing locations, while at the same time reducing inventory carrying costs.
  • Strong verbal and written communication skills.
  • Ability to work well with individuals on all levels of the organization.
  • This position works directly with bargaining unit employees (Teamsters’ Local 190).
  • Other duties as assigned.
BASIC QUALIFICATIONS
  • Bachelor's Degree in a related field and 5 years’ experience in logistics and sourcing/purchasing; Or, 8 years of equivalent experience in both logistics and sourcing/purchasing.
  • 5+ years’ experience in employee supervision.
  • Demonstrated problem assessment/solving and analytical skills
PREFERRED QUALIFICATIONS:
  • Bachelor's Degree in related field
  • Experience in Electric Utility buying (Generation, Transmission, Distribution, Substation).
  • Background in Lean and/or Six Sigma.
  • C.P.M. or C.P.S.M. certification.
  • Knowledge of Microsoft Office applications and databases.
  • Strong negotiation and analytical skills.
  • Effective written, oral, and interpersonal communication skills.
  • Demonstrated problem-assessment and problem-solving skills.
  • Strong customer service focus, with ability to build credibility with internal clients and external suppliers.
  • Market knowledge of products, equipment, and services.
  • Ability to manage multiple projects simultaneously.
