Job Description Summary
This position provides talent acquisition for support for all (staff, faculty, management, casual, adjunct, associate, etc.) positions while partnering with hiring managers to determine recruitment requirements and guiding them through the process to include requisition approval, best attraction methods, candidate screening and selection, diversity and inclusion recruiting efforts, as well as evaluating and making job offers. Coordinate and execute functions which support all recruitment and employment efforts and operations of the Human Resource Services in accordance with all applicable laws, established FVTC policies, procedures, and practices.

ESSENTIAL JOB FUNCTIONS
Coordinate the recruitment, selection, and employment processes for all positions, including identifying tools, methods assessments, etc. Provide guidance to managers on the recruitment and selection processes that align with diversity and inclusion efforts and affirmative action plan, and ensure compliance with all applicable laws, and FVTC hiring practices and procedures, including evaluating compensation and making job offers.
Continually assess recruiting and sourcing strategies to ensure that we remain competitive in the hiring market, leveraging a positive candidate experience; Identify, design, and implement creative and effective methods to achieve qualified and diverse applicant pools.
Development and implementation of HR initiatives focused on talent attraction, social media and internet sourcing, building a robust talent pipeline, candidate management and employer branding, strategies to address underrepresentation of minority, and promote diversity in recruitment.
Collaborate with hiring managers to determine interview process and learn critical aspects of position, indicators of success, and ideal candidate profile.
Administer the employee request process and collaborate with HR Partners and Hiring Manager to evaluate and identify position needs, justification, opportunities for position enhancement, etc. Ensure screening and interview teams are knowledgeable and prepared through proper training and guidance.
Interpret background check results and follow up as appropriate. Administer mandated background check processes as applicable per position, DOT background check process, caregiver background checks, etc.
Create and provide a positive candidate experience for all candidates. Initiate and administer New Employee Onboarding processes.
Coordinate annual Welcome and College Orientation event; Coordinate and conduct new employee Welcome and College Overview orientation session. Review processes and make recommendations for improvement.
Configure, audit, review, and test recruiting area of the system and provide expertise to assist with day-to-day operations. Research opportunities to improve processes and system.
Generate and compose multiple confidential correspondence, reports, forms, agendas, such as Affirmative Action/EEO reports, recruitment reports, etc.
Handle staff inquiries regarding human resource and or college-wide functions, policies and procedures, and State and Federal employment law requirements.
Review and develop support staff job descriptions and other job descriptions as assigned.
Develop and maintain recruitment budget for assigned area.
SECONDARY JOB FUNCTIONS
Represent FVTC at recruitment functions as needed.
Assist with Adjunct, Casual and Student Hiring as needed.
May lead or assist with compliance for DOT testing and contracts.
Serve as backup support to Human Resources and Training and Development staff as necessary.
Additional Information
QUALIFICATIONS, TRAINING, AND EXPERIENCE
Bachelor’s Degree in Human Resources is preferred, AND
Three years of recent, related Human Resources experience including recruitment and experience working with the local employment market and community resources, and diversity and inclusion recruiting efforts, OR
An equivalent combination of related education, training and experience.
Advanced skills in Microsoft Word and Excel required.
Experience with online application and onboarding technology required.
Experience with Workday or related HRIS software required.
Knowledge of SharePoint and ImageNow preferred.
