More Information about this Job:
The A nalyst will design and execute high level projects designed to further the performance of ComTrans NEMT Operations and the Ride to Care program. The initial project will relate to a qualitative and quantitative analysis of transportation network capacity including but not limited to identify demonstrable needs by mode, location, day and time well as how pre-scheduled and same and next-day trips are scheduled and assigned . Data will be gathered, analyzed , and recommendations made to internal and external partners . These recommendations will be used to educat e and promot e operationalization of processes designed to result in a more efficient, robust, and effective transportation provider network . This position will work closely with operations management to provide and analyze required information for decision making.

Employee status:

Regular, Full-Time, $ 6 7 ,000 to $72,000 Annual /DOE/ Exempt

Hybrid work schedule possible, some in office hours (Milwaukie, OR) along with local travel throughout Washington, Clackamas, and Multnomah Counties required.

Requirements:

Education and Experience : U ndergraduate degree required , post graduate work related to urban planning, transportation , and/or project management highly desired. At least 3 years progressively responsible experience related to public administration, urban planning project management, data analysis, and or transportation . A Project Management Professional (PMP) certification awarded by the Project Management Institute (PMI), Oregon Project Management Associate Certification (OPMA) , City or Regional Planning /Design or other related certification will substitute for one year of the qualifying experience.

Age: All ComTrans employees must be at least 18 years old

Work Schedule: Flexible and able to meet organizational needs, some evening and weekend work may be required.

Employee must:
  • Demonstrate excellent verbal and written communication skills with the ability to exercise discretion and independent judgment while communicating with stakeholders in a tactful and professional manner.
  • Advanced knowledge of research and data analysis techniques, able to proactively problem-solve and make decisions based on analysis and experience with the goal to impact positive results .
  • Develop workflows, tracking documents, and similar tools for planning to ensure that all project goals are met.
  • Monitor, track, and manage processes related to process and design delivery.
  • Develop alternative processes, workflows, schedules, scopes, deliverable packages, and similar project components as needed to help ensure the project goals are met.
  • Prepare analysis reports and recommendations for implementation and communicate them to internal leadership and external partners.
  • Experience in a HIPAA-compliant environment
  • Ability to remain objective when making decisions
  • Effectively foster relationships and communication across departments and between teams .
  • Strong judgment and reasoning skills
  • Ability to tactfully advocate professional opinion and elevate unresolved issues as needed to resolve conflicts

Responsibilities:
  • Meet with stakeholders to establish and clarify specific requirements for each project
  • Assist in the definition of initial project scope and objectives, involving all relevant stakeholder s and ensuring technical and operational feasibility.
  • Ensure that all projects are designed, executed, and delivered on time, and within scope.
  • Develop and manage workflows and processes.
  • Track project performance and implementation as related to the achievement of short- and long-term goals.
  • Ensure compliance with project management best practices using appropriate tools and methodologies Responsible for data collection and to develop, analyze and maintain operational reports.
  • Conduct regular operational performance meetings with management.
  • Facilitate the implementation of new projects, policies and procedures and analyze their effectiveness through both quantitative and qualitative representation.
  • Assist in identifying areas for operational improvement.
