PATIENT FINANCIAL SERVICES SYSTEM ANALYST Job at Erie County Medical Center

The work involves planning, managing, implementing and maintaining the Revenue Cycle component of the Hospital Information System (HIS) at the Erie County Medical Center Corporation. The incumbent will serve as liaison between the Patient Financial Services and the HIS Departments to design, implement, upgrade, and test new systems and processes which support the Revenue Cycle. Supervision will be exercised over lower level technical and clerical staff. Work is performed under the general supervision of the Vice President of Revenue Cycle. Does related work was required.

TYPICAL WORK ACTIVITIES:
Coordinates the development, implementation and modification of the systems supporting the Revenue Cycle Department;

Assesses the workflow in operational areas and makes process improvement recommendations related to electronic data processing systems;

Processes, interprets, and analyzes data and reports;

Assists in the evaluation, selection and implementation of future workflow and operational procedures and new software and hardware systems for the Revenue Cycle;

Maintains computer systems within the Revenue Cycle Department; assists with the implementation of various interfaces;

Coordinates HIS upgrades for the Revenue Cycle;

Ensures compliance with rules, regulations and standards of State, Federal and other regulatory agencies;

Assists with special projects;

Creates and maintains user training manuals;

Provides system support to both internal and external customers;

Processes routine procedures such as offsetting transactions, no financial activity, and retiring/purging of accounts;

Supports claim submissions, report and remittance retrieval processes;

Creates and submits Statewide Planning and Research Cooperative System (SPARCS) data.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of hospital revenue cycle process and the interdependencies of processes between various departments; thorough knowledge of patient financial service systems; good knowledge of HIS system interfaces and the principles and practices of patient registration, coding, billing, cash management and collections; good knowledge of the techniques and processes involved in systems analysis, design and implementation; good knowledge of Federal, State and local regulations and standards as they relate to revenue cycle; working knowledge of medical and clinical terms and procedures; ability to analyze and resolve technical and process issues; ability to prepare concise and clear reports; ability to meet deadlines; ability to establish and maintain effective working relationships; ability to use Microsoft Excel and Word; high degree of logical reasoning; sound judgment; initiative; physically capable of performing the essential functions of the position with or without reasonable accommodation.

MINIMUM QUALIFICATIONS:
A) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree in Information Systems Management, Finance or other closely related field and three (3) years of experience in the development and management of a healthcare information system; or:

NOTE: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.
