General statement of duties

The City of Annapolis is seeking professional contractual assistance with its payroll
processing. The City generates its payroll in-house using its MUNIS system, a Tyler
Technology product. The City provides Fire, Police, and Transportation Services in
addition to other infrastructure services in a union and regulatory environment that
includes DOT and FMCSA compliance among others. The City is seeking support with
payroll expertise to assist with the City’s payroll processes.

Examples of work (illustrative only)

Assists with biweekly accumulation and analysis of departmental time-keeping
batches. 

Advises departments on entry procedures and editing the time-keeping records. 

Performs various biweekly audits of time-keeping and payroll data to identify
errors. 

Posts the time-keeping batches into the City’s payroll processing module. 

Processes all biweekly payroll functions, including, but not limited to: 

Prepares payroll batches filed with the bank, 

Prepares manual checks, and 

Files payroll tax and withholding information with various State and Federal
agencies, and the City’s benefit providers. 

Prepares biweekly payroll electronic payments for posting to the general ledger. 

Prepares and files the City’s Federal and State reports, including but not limited
to 941’s, 945’s, 1099-R’s, and MD WH. 

Prepares, reviews, and distributes the employee W-2’s and W-3 transmittal


Assists with documentation of detailed payroll processes to support policy and
procedures capable of guiding City staff and others in the completion of all
payroll processes 

Recommends and develops improvements to the City’s payroll processes to
promote efficiencies and automation. 

Advises City management on updates or changes to Federal and State payroll
processing laws and regulations. 

Performs a wide variety of related general clerical-accounting tasks.

Required knowledge, skills and abilities

Some knowledge of modern payroll practices; good knowledge of modern office
terminology, procedures and equipment and of business arithmetic and English; ability
to create reports utilizing financial software; and have good understanding of Microsoft
products and follow simple oral and written directions. Should be able to write legibly,
to get along well with others and maintain ability to provide knowledgeable and
courteous customer service in difficult situations; proficient in basic word processing
and spreadsheet applications, the Internet, and the ability to learn and use the City’s
accounting software; clerical aptitude; mental alertness, vigor.

Acceptable experience and training

Sufficient combination of experience and training which provides the required
knowledge, skills and abilities. Pay rate is determined based on working knowledge,
education and training as well as certifications, preferably from the American Payroll
Association.

Physical ability: ability to sit continuously at a computer terminal or receptionist station
for extended periods; ability to operate standard office equipment including copier,
computer, fax machine, mailing machine, etc.; ability to reach into file drawers in
standard four-drawer filing cabinets; ability to reach up into a lateral filing system;
ability to stand at a counter and wait on customers for extended periods; ability to
easily move about between areas of the office in order to wait on customers and use
equipment.
Visual ability: sufficient to effectively operate office equipment, including copier,
computer, etc.; ability to read and write reports, correspondence, instructions, etc.
Hearing ability: sufficient to hold conversation with other individuals both in person and
over a telephone; ability to hear recording on transcription device.
Speaking ability: sufficient to communicate effectively with other individuals in person
and over a telephone.


Freedom from mental disorders, which would interfere with performance of duties as
described.
