Administers, coordinates, and monitors all functions necessary to accomplish accurate processing of the City payroll function.

Responsible for timely and accurate issuance of biweekly payroll checks, payroll tax and deduction deposits in compliance with City administrative policy, collective bargaining agreements, and applicable State and Federal laws. Coordinates, validates, and maintains various operations of the City's master payroll function.
Establishes system parameters including payroll code definitions and internal calculations
Responsible for preparing and reporting on numerous occasions, including: biweekly, monthly, quarterly, and annual payroll tax and deduction filings, and all other special reporting as required by City departments, auditors, and other governmental agencies related to payroll.
Makes recommendations on payroll system modifications required to payroll processing system to meet needs of City, employees, and federal/state requirements; assists in identification and implementation of changes in collective bargaining agreements, payroll tax laws, and city administrative procedures related to payroll.
Implements payroll function assignments as required.
Monitors any changes or updates to legal mandates, contracts, and payroll tax laws; responsible for providing recommendations on payroll tax laws and implementation procedures; responsible for coordinating with other City departments to ensure compliance with legal mandates and City contracts.
Maintains accurate employee data in various software including Enterprise Resource Planning (ERP) and timekeeping systems.
Provides payroll support and guidance to City departments and employees.
Performs account analysis through ERP software Munis (Tyler Technologies) and Microsoft Excel, using automation where possible.
Maintains, reconciles, and audits a variety of reports and transactions to ensure accuracy.
Manages records and information in any format, in accordance with applicable statutes regulations and City administrative policy, guidance and records retention schedule.
Assists in managing the City's financial function in order to maintain the City’s fiscal integrity.
Assists in the preparation of financial documents including but not limited to: audit requests, annual budget and payroll projections, Comprehensive Annual Financial Report, and monthly financial statements.
Assists in developing and updating financial policies and procedures manuals.
May assist in special projects as needed or required.
Performs other duties of a similar nature and level as assigned.
Bachelor’s degree in Finance, Accounting or closely related field and three years of experience in payroll administration, preferably in governmental or municipal payroll; or an equivalent combination of education and experience.
Must pass a background check as prescribed by the City of Davenport.
Considerable knowledge of:
- Principles, practices, and procedures of governmental or municipal payroll administration.
- Federal, state, and local procedures and laws/regulations pertaining to payroll systems and taxes.
- Payroll reporting procedures.
- Accounting and auditing principles and procedures.
- Payroll and payables tax filing requirements, forms and procedures.
- Applicable laws, regulations and procedures governing payroll and payable disbursements in a municipal environment.
Good Knowledge Of:
- Using Microsoft Excel and the ERP system efficiently to perform account reconciliation and analysis.
- Modern office practices and procedures as they apply to financial analysis.
- Internal control processes and procedures.
- Using Microsoft Word and Outlook.

- Communicating effectively both verbally and in writing
- Maintaining absolute confidentiality in information and situations encountered.
- Interpret and applying tax laws, City administrative policies, and collective bargaining agreements.

- Identifying improper and/or inefficient accounting procedures and practices and suggesting improvements.
- Identifying changes in tax laws, collective bargaining agreements, and City administrative policies.
- Creating and preparing a variety of payroll and financial reports.
- Establishing and maintaining effective relationships with City employees, vendors, state and federal agency representatives.
