Introduction

The purpose of the Payroll Technician position is to ensure timely administration, reconciliation, and compliance of all payroll processing functions. Under general supervision, the payroll technician performs complex work involved in the processing of SMUD’s payroll; maintains employee payroll information in an integrated information data system; audits and verifies incoming payroll data; assists departments with applicable forms and processes; initiates course of corrective action and provides guidance to departments to process accurate employee payroll; administers and reviews salary increases and retroactive pay; and perform related work as required.

The intent of this job posting is to fill one (1) Full -Time Payroll Technician position and establish an eligibility list which may be used to fill current and future vacancies for up to two (2) years

Written Exam Details:
  • An examination will be required for qualification, only the most qualified will be invited to participate.
  • This exam will be administered online and tentatively available to the candidate the week of December 12th, 2022.
  • Exams are strictly PASS/FAIL, results will be sent to each applicant approximately two weeks from the exam date.
NOTE: If you have passed the Payroll Technician exam in the last two (2) years, you will still need to apply, but will not be required to retake the written exam. Purpose

Provides technical assistance to principal payroll accounts, human resources analysts, deferred compensation administrators, labor relations analysts, area heads, managers, and other employees in specialized work related to payroll processing in Human Resources. This work involves varied and technical payroll support duties in areas such as: workers’ compensation, pension and deferred compensation plans, shift and premium payments; direct deposits, and payroll taxes.

This is a paraprofessional journey level job class. This job class exercises independent judgment in the application of established policies and procedures and requires the ability to work independently, meet deadlines, prioritize work, maintain confidentiality, and seek alternative solutions to specific problems.

Major Duties & Responsibilities

  • Performs varied and highly technical payroll duties related to the processing of deductions and payments made for pension and deferred savings plans, workers compensation, premium pay, bonds, imputed income, long- and short-term disability, payroll taxes, direct deposits, and garnishments.
  • Maintains controls needed to ensure the integrity of all payroll system jobs and assists in the identification and resolution of problems.3.
  • Prepares, analyzes, and verifies data and biweekly payroll adjustments to CalPERS, according to CalPERS guidelines and union/non-union rules and regulations.
  • Maintains and develops desk procedures and portions of system documentation; schedules and controls running of the payroll based on established guidelines.
  • Reviews and enters IRS and State forms for tax changes, additional withholding amounts, and overrides and exemptions.
  • Assists in the administration of the Section 401(k) and 457 deferred compensation plans, including processing loan deductions, new enrollments, and changes into SAP; transmits the contribution files on a biweekly basis.
  • Assists employees with payroll-related questions and issues such as: retroactive payments, deduction amounts, tax issues, and the use of the Intranet employee self-service system.
  • Plans, coordinates, and facilitates quarterly two-day pre-retirement seminars, including scheduling speakers, making room arrangements, coordinating audio-visual equipment and support, compiling seminar materials, and analyzing/summarizing seminar evaluations.

Minimum Qualifications

Education and Experience:
Equivalent to completion of sufficient formal and/or informal education and relevant work experience to provide the necessary knowledge and skills.

Knowledge of:
Basic accounting principles and procedures; program objectives and functions of the assigned area; technical and complex office and administrative practices and procedures; operation of personal computers and the use of specified computer applications, such as MS Word, Excel, Power Point, and Outlook; proper English usage, grammar, punctuation, and vocabulary; basic tax and labor rules and regulations; relevant SAP modules; basic mathematics and fundamental statistics; human resources policies and procedures, such as: garnishments, payroll taxes, deductions, pension and deferred compensation plans, MOUs, IRS tax regulations, and flex benefits.

Skill to:
Perform a wide range of highly responsible and complex clerical/administrative support functions with speed and accuracy; compile and prepare complex analytical reports and graphs; prepare clear and concise reports, correspondence, and other written materials; interpret and apply policies, procedures, standards, and requirements; operate personal computers and use specified computer applications, such as word processing, spreadsheets, graphics, databases and appropriate SAP modules; meet and deal tactfully with employees and the public; analyze situations, documents and data, and take appropriate action; communicate effectively in English, orally and in writing; use a variety of office equipment; establish and maintain effective working relationships with those contacted in the course of the work.

Desirable Qualifications

  • A minimum of two (2) years of experience performing high-volume payroll administration in an organization with multiple bargaining units.
  • A minimum of two (2) years of experience performing payroll administration using SAP SuccessFactors.
  • A minimum of two (2) years of experience performing payroll administration for a public agency.
  • A minimum of two (2) years of experience processing and administering Wage Garnishment / Earning Withholdings from local, state and federal agencies.
  • A minimum of two (2) years of experience processing multiple leaves, such as Military, STD, LTD, and Workers Compensation.
