General Summary:

The Performance Management Analyst is responsible for developing, gathering data, analyzing, presenting, and reporting on performance metrics in the annual budget to foster a culture of continuous, data-driven improvement across the organization. This position will work with departments to gather and track performance information that aligns with the strategic and financial goals of the organization, including DART’s strategic plan (currently in development) and the President & CEO’s annual goals. This position ensures consistent and rigorous performance projections and data are reported in the budget document, monthly, quarterly, and annual reports, and presentations to the Board of Directors and external stakeholders. In addition, this position will work with the FP&A team, departmental leaders, and executive leadership to identify areas for improvement, set measurable performance targets, and assist in the development of new programs and initiatives. This position will also serve as the FP&A liaison in the collection and dissemination of financial and performance data for external reporting to various federal, state, and local agencies. When needed, this position will complete ad hoc performance-related requests, as well as other duties as assigned.

Essential Duties and Responsibilities:

  • Develops, collects, and reports KPIs, strategic performance measures, and other performance data in the annual budget process.

  • Develops management and Board reports, including monthly, quarterly, and ad hoc reports.

  • Serves as the primary financial planning liaison to the organization on issues related to performance measurement, including developing and setting metrics and targets for existing and new programs.

  • Works with DART staff to provide performance information as needed for federal, state, and local reporting requirements.

  • Performs other related duties as assigned.

Minimum Knowledge, Skills, and Abilities Required:

Note: An equivalent combination of related education and experience may be substituted for the below-stated minimums, excluding a high school diploma, GED, licenses, or certifications.

  • Bachelor’s degree from an accredited college or university

  • Two (2) years of experience in a financial, accounting, or budgeting environment; or two (2) years of experience in a performance management or process improvement environment

  • Ability to work independently to reach goals set by management.

  • Experience with process improvement methodologies highly desirable (Lean Six Sigma, etc.)

  • Ability to manage the expectations of internal and external customers.

  • Ability to write clearly and succinctly in a variety of communication settings and styles.

  • Ability to make sound decisions based on analysis, experience, and judgment.

  • Ability to use rigorous logic and methods to effectively solve difficult problems.

  • Ability to quickly find common ground and solve problems for the good of all.

  • Proficiency with Microsoft Office suite and database applications

Reporting Relationship:

Reports to Senior Manager – Operating Budget

Working Conditions:

Works in an environment with minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions including dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming the incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
