The Housing and Community Development (HCD) Department seeks a creative, forward thinking Permit Center Manager to become a key part of the permitting services.
The Permit Center Manager will manage the operations and guide the work of assigned staff to ensure the team works within established policies and in accordance with applicable codes, ordinances, laws, regulations, guidelines, policies, and directives; develops and reviews programs; and serve as manager of the Permit Center
The Department
The Housing and Community Development (HCD) Department is composed of four Divisions, including Development Services, Planning Services, Permit Center, and Administration. The department provides reasonable and safe development, planning for future needs of the County, and helps protect natural resources.
The Eligible List established by this recruitment process may be used County-wide to fill current and future vacancies on a regular full-time, part-time, or temporary basis.

Oversees, supervises, reviews and evaluates the day-to-day activities of the Permit Center; includes planning, organizing, scheduling, assigning and managing work of staff comprised of professional, technical, support personnel staff to ensure timely development and implementation of a variety of specific programs or special projects; May also oversee and direct the work of contract staff.
Provides guidance and expertise to staff, industry, and citizens within the functional scope of assigned section.
Performs the full range of supervisory tasks, including selection, training, developing evaluation and leadership of employees; recommends and/or takes disciplinary action as appropriate.
Communicates the division's overall policy direction to assigned team to ensure consistent and fair interpretation and enforcement of applicable codes, ordinances, laws, regulations, guidelines policies and directives.
Functions as a member of the management team to propose, evaluate, and develop policies, procedures, systems, and strategic plans.
Researches and analyzes complex problems, evaluates alternatives, and implements effective courses of action; may personally supervise specialized or complex projects.

Skill and Ability to:
- Plan, organize, and manage a large division through subordinate staff.
- Train, assign, review and direct the work of assigned staff.
- Establish section goals and develop and implement short and long-term plans and programs, with input from section staff. Participate with department management in the development of department goals and strategic plan.
- Develop and maintain effective working relationships and represent the department to other departments, public officials, other agencies, contractors, and the general public.
- Exercise sound and consistent judgment in decisions and preparation of recommendations.
- Communicate effectively both orally and in writing.
- Prepare effective written reports, correspondence, and records.
- Manage major projects, establish priorities, and meet deadlines.
Education: Completion of a bachelor’s degree in an area directly related to assignment, such as Planning, Civil Engineering, Architecture or a closely related field.
AND
Experience: Three years of progressively responsible professional experience in area of assignment such as land use planning, engineering, environmental analysis or other area; including one (1) year in direct or lead supervision.

Possess and maintain a valid California Class C driver’s license or the ability to provide suitable transportation that is approved by the appointing authority.

Be available to work a flexible schedule, including evenings, weekends, holidays, and during times of disaster and/or emergency.
