The Office of Family Health Services (OFHS) is responsible for administering state, regional, and local community based efforts to prevent noncommunicable disease and promote health and wellness. OFHS administers programs specific to chronic disease prevention, tobacco prevention, maternal and child health, injury and violence prevention, nutrition, oral health promotion and conducts surveillance and evaluation to inform programs and policy. The OFHS seeks a qualified candidate to serves as the Policy Analyst. The selected candidate will be responsible for developing and directing OFHS’ policy, legislation, and regulatory agenda. This position will serve as a technical expert regarding policy development and analysis; legislation development, analysis and implementation; and regulatory review, development, tracking, implementation and analysis. The Policy Analyst provides data driven, health equity framed strategic direction on OFHS policy in alignment with our programmatic areas of expertise, including policy monitoring, report writing, and workgroup facilitation. This position is responsible for developing and coordinating necessary policy, legislation, and regulatory training for OFHS. The Policy Analyst establishes OFHS best practice regarding governance of legislatively mandated workgroups/councils/taskforces and develops and coordinates relevant training. This position directs cost benefit analysis and cost impact analysis of OFHS policy, legislation, regulations, and guidance documents and develops and provides training on economic analyses. The Policy Analysts coordinates responses to constituent inquiries and FOIA requests.

Minimum Qualifications
Comprehensive experience in public health, public policy, public administration or a related area to include experience in policy analysis. Comprehensive experience in policy research, quantitative and qualitative data analyses, data visualization techniques and presenting findings/recommendations. Comprehensive experience developing, analyzing, and implementing policy, legislation, and regulation. Demonstrated ability to collect, analyze, interpret data. Demonstrated ability to apply analytical results to the development of policy proposals. Demonstrated ability to communicate effectively orally and in writing with healthcare professionals and the general public. Proficiency in planning, organizing and conducting meetings. Comprehensive knowledge of federal, state and local policy development structure, processes and stakeholders.

Preferred Qualifications
Graduation from an accredited college or university with master’s degree or higher in public health, public policy, or public administration, or equivalent combination of education, training, and/or experience. Considerable expertise conducting cost benefit analysis of legislation, policy and regulations. Considerable experience collaborating with legislators, policymakers, and community advocates to advance public health in the areas of chronic disease, maternal and child health, environmental health, and injury prevention. Experience developing and implementing a health equity focused, strategic policy, legislation, and regulatory agenda.Demonstrated ability to develop and implement policy, legislation and regulatory training.

Special Requirements
Employment is contingent upon satisfactory results of a state and federal criminal history background check and the Department of Social Service’s Child Abuse and Neglect Central Registry check, U.S. HHS IG Exclusion List check, employment reference check and E-Verify.
