The Department of Behavioral Health and Developmental Services’ (DBHDS) Office of Procurement and Administrative Services (PAS) is seeking two (2) qualified individuals to serve as a Procurement Officers. These positions support the contracting needs for Central Office, statewide contracts for facilities, and various specialized community programs. Specific duties include leading solicitations and contracting activities, to include negotiations, for divisions within the Agency; providing technical assistance to non-procurement staff; managing assigned procurement initiatives through the entire procurement life-cycle and ensure compliance with VPPA statutes, VITA’s “Buy IT” Procurement Manual, DGS’ APSPM rules and regulations, Agency policy and procedures for procurements, and provide IT product and service purchasing and contracting related services. These positions ensure that adequate supplies, materials, and services are available to support the mission of the Agency and provides guidance for other DBHDS employees. Selected candidates must complete a Statement of Personal Economic Interest Form upon hire.

Minimum Qualifications
Knowledge of current state procurement guidelines and IT procurement best practices. Experience in delivering highly complex procurements. Experience in preparing reports on procurement activities. Basic administrative knowledge, skills and abilities. Proven experience in the use of MS Office Suite (PowerPoint, Excel, Word, Teams, etc.) and experience with automated database software. Ability to effectively communicate orally, in writing, and by phone. Extensive customer service skills, with the demonstrated inter-personal skills with contractors, IT vendors, and agency program staff.

Preferred Qualifications
Recent public or private experience in purchasing goods and services, as well as Information Technology products and services. Experience delivering procurement services within a highly complex organization. Understanding of cloud related IT services and analytical skills relative to ascertaining best value. College degree in related field. Ability to acquire Virginia Contracting Officer (VCO) certification within two years of hire date .

Special Requirements
Effective July 5, 2022, all Commonwealth of VA State Employees are required to work onsite, unless otherwise noted. This position is currently eligible for one (1) telework day a week, however, additional days may be considered. Both options are at the discretion of the Supervisor.
