DSHS ESA ORIA Program Manager -

The Office of Refugee and Immigrant Assistance (ORIA) within the Department of Social and Health Services (DSHS), Economic Services Administration (ESA), and the Community Services Division, (CSD) is seeking a highly qualified and motivated individual for the position of ORIA Program Administrator. As the Program Administrator, you will play a crucial role in overseeing the statewide administration of federal and state funds, which support a wide range of services aimed at helping refugees and immigrants achieve economic stability and integrate into Washington communities.


As the ORIA Program Administrator, you will be responsible for overseeing a team of dedicated employees who manage statewide programs supporting refugees and immigrants. Reporting directly to the ORIA Office Chief, your role involves effectively managing programs that promote economic stability and integration. This includes supervising your team's work and collaborating with over 60 community-based organizations to implement programs funded by state and federal resources.

The programs overseen by ORIA cover a range of areas, including refugee health and wellness, employment and training, immigration assistance and naturalization services, as well as whole family programs.

Employees assigned to a duty station in King County will receive a 5% Premium pay calculated from their base salary.

Some of what you'll be doing:
  • Provide leadership and support in the evaluation, monitoring, and assessment of ORIA services
  • Responsible for planning, policy development, and reporting for ORIA’s programs and services
  • Consults, partners and collaborates with other CSD units to align poverty-reduction programs and services that ensure access and inclusion for refugees and immigrant communities
  • Work with ORIA staff and contractors to implement program initiatives and resolve contracting issues
  • Direct the development and implementation of services and activities within ORIA’s programs that reflect policy priorities of the federal and state government, and address sound practices on behalf of the state as outlined in the Washington State Refugee Assistance Plan
  • Support the development of technology to be used in the facilitation of services, capturing and tracking of data and processing of information for state and federal reports

Preferred/desired education, experience and competencies
  • Demonstrated knowledge and understanding of the unique needs and issues facing people who enter the U.S. as a refugee or immigrant, including lived experience
  • Demonstrated ability to work effectively and respectfully with people from diverse backgrounds
  • Demonstrated ability to supervise and support multiple staff
  • Excellent verbal and written communication skills
  • Knowledge of federal and state laws and regulations governing refugee and immigrant assistance programs and funding
  • Ability to lead and direct the work of a unit with field operations and contract management responsibilities to ensure quality services
  • Proven track record in fostering teamwork and collaboration across organizational boundaries
  • Ability to establish positive relationships with peers, elected officials, stakeholders, and the public
  • Ability to effectively present information to community groups and large audiences
  • Demonstrated ability to perform with minimal supervision and manage multiple priorities simultaneously
  • Demonstrated commitment to teamwork

Who should apply?

Professionals with a Bachelor's degree from an accredited university in Education, Public Administration, Sociology, Psychology, Social Work, or a related field

AND

Five years of paid, progressively responsible professional experience working with or administering programs and services for refugees and immigrants

Additional qualifying experience may substitute for the educational requirement on a year-for-year basis
