Overview:
Seeking a Senior Program Management Analyst to support PMA-261 at the Patuxent River, MD Program Office. The Senior Program Analyst will provide program management analyst support to the PMA-261CH-53 Avionics Heavy Lift IPT.
Responsibilities:
Description:
  • Applies analytic techniques in the evaluation of program/project objectives.
  • Analyzes requirements, status, budget, and schedules.
  • Performs management, technical, or business case analyses.
  • Collects, completes, organizes, and interprets data relating to aircraft/weapon/project acquisition and product programs.
  • Tracks program/project status and schedules.
  • Applies government-instituted processes for documentation, change control management and data management.
Duties and Responsibilities:
  • Possesses general knowledge of common NAVAIR program schedule structure such as milestones and events, and experience updating status of program schedules within Microsoft Project.
  • Experience with the NAVAIR Common Spend Plan Tool (CSPT), and knowledge/experience with the CSPT data entry.
  • Knowledge of and experience with APN-1, APN-5, RDT&E and associated funding documents, as relates to interfacing with program Budget Financial Managers (BFM).
  • Experience with the Procurement Management Tool (PMT).
  • Experience with Statement of Work (SOW) and Contract Data Requirements List (CDRL) generation, as well, as experience with the NAVAIR CDRL Tool.
  • Knowledge of contract structure and the steps required to execute new contract actions.
Qualifications:
Education / Certifications:
  • Senior – Master’s degree with over 10 years of combined experience performing duties described in the functional description, with at least three (3) of those years demonstrating experience supporting the development/staffing of Acquisition Documentation
  • OR
  • Bachelor’s degree plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a master’s degree.
  • OR
  • Associate degree plus four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a master’s degree.
  • OR
  • Six (6) years additional work experience performing duties described in the functional description of the labor category may be substituted for a master’s degree.
  • A Senior level person typically works on high-visibility or mission critical aspects of a given program and performs all functional duties independently.
Experience:
  • Must have a minimum of ten (10) years of combined experience performing duties described in the functional description, with at least five (5) of those years performing management, technical, or business case analyses and collecting, completing, organizing, and interpreting data relating to sustainment of NAVAIR aircraft/weapon/project acquisition and product programs.
  • At least five (5) years’ experience working for a DoD Acquisition Agency, where the candidate has experience supporting programs from requirements definition through delivery, or five years in industry working for a simulation manufacturer providing support to flight simulators.
  • At least five (5) years performing management, technical, or business case analyses and collecting, completing, organizing, and interpreting data relating to sustainment of NAVAIR aircraft/weapon/project acquisition and product programs.
  • At least three (3) years of experience supporting NAVAIR rotary-wing programs. At least 2 years of experience supporting planning and execution of sustainment initiatives designed to improve aircraft readiness.
Skills & Technology Used:
  • Proficient in Microsoft Office products (Outlook, Excel, Word, Project).
  • Proficient with Microsoft Teams.
  • Must be able to work collaboratively in a multi-disciplined environment.
  • Must have strong written and verbal communication skills.
  • Must be comfortable and confident with facilitating meetings.
  • Must have experience implementing DoD 5000.02.
  • Other Requirements:
  • Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer related requirements, U.S. Citizenship is required.
