Job duties and requirements::
Minimum Qualifications based on levels—
Analyst Level I (Senior):
Master's degree in operations research, management science, mathematics or statistical analysis, or other closely related disciplines is preferred. Experience conducting analytical studies using mathematical, statistical and other scientific methods for the design, development and adaptation of program requirements in a military environment is highly desired. Familiarity with NMCI compatible computers and Microsoft Office Products and relevant experience with the following commercial software is required: EXTENDSIM, Crystal Ball, and Premium Solver Pro for modeling, simulation and optimization applications, preferably in a military organization. Relevant experience with CeTARS Discoverer ad hoc query tool, PPBES and other Navy business and financial systems for the development of Capability Plans, Sponsor Capability Plans, and Sponsor Program briefs is highly desired, or in lieu of experience, the ability to quickly master.
Analyst Level IV (Junior-Mid)
Minimum three years' experience in one of the following fields or a combination of the following fields: Data Analysis, Program Analysis, Statistical Analysis, and/or Business Process Improvement. Familiarity with NMCI compatible computers; Microsoft Office Products; have good written and oral communication skills; expertise in analysis techniques and procedures, data maintenance and generating reports; and ability to quickly master Navy manpower and manning procedures, policies, and systems (ARIS, FLTMPS, TFMMS 2.0, and BBD 1c).

Job duties and requirements::
- Provide program support in determining mission readiness by monitoring automated information systems and Current Onboard (COB) levels commands.
- Assist in providing manning information necessary to establish Requisition Priority for Billet Based Distribution (BBD) manual overrides and help to determine required directed manning levels.
- Assist in coordinating commands relocation and consolidations.
- Provide established information to commands on how to develop and process personnel relocation manning plans.
- Assist in identifying Individual Augmentation (IA) nominees to Manning Control Authority (MCAB) and US Fleet Forces Command (USFFC).
- Assist by identifying potential candidates for nomination via analysis of data from various databases, including Automated Readiness Information System (ARIS), BBD, and Fleet Training Management and Planning system (FLTMPS).
- Analyze Command and Personal Impact statements.
- Track (IA) tasks from receipt to nomination via database entries.
- Produce daily, weekly, monthly, quarterly, and annual Officer and Enlisted Personnel Manning Reports using ARIS and BBD.
- Analyze current and projected manning levels, individual commands, individual rating manning levels, current and projected excess and deficit rating levels, instructor manning levels, and recruit division commander manning levels.
- Create excel spreadsheets, FLTMPS Special Report spreadsheets and PowerPoint slide presentations monthly to reflect current and projected trends in manning levels.
- Create queries and enter data for manpower change request documents using Total Force Manpower Management System (TFMMS).
- Periodically create spreadsheets and PowerPoint slide presentations, as needed,
- Provide manning reports. Function as a point of contact for specific tasks, data requests, and routine database maintenance.
- Review incoming naval messages and develop PowerPoint slide presentations, to include manning analysis, for manpower and manning related Impaired Training and Education Reports and Enlisted Manning Inquiry Reports.
- Provide a full range of administrative system support which includes gathering, analyzing, and entering data into automated spreadsheets.
- Prepare multiple moderate to complex queries, spreadsheets, and reports.
- Research, analyze, and interpret data in the database application.
- Provide support in determining mission readiness by monitoring automated information systems for Billets Authorized (BA), Current Onboard (COB), and Projected Onboard (POB) manning levels.
- Query COTS and GOTS databases to gather information for building manpower documents.
- Analyze current and projected manning levels, individual commands, individual rating manning levels, current and projected excess and deficit rating levels, instructor manning levels, and recruit division commander manning levels.
- Create excel spreadsheets, FLTMPS Special Report spreadsheets and PowerPoint slide presentations monthly to reflect current and projected trends in manning levels.
- Create queries to identify and analyze manpower requirements using TFMMS.
- Conduct analysis of viable candidates to fill individual augmentations billets in support of contingency operations, utilizing proprietary databases.
- Conduct analysis of manpower, personnel, and activity data in the Total Workforce Management System (TWMS) and updates erroneous data to comply with authoritative data sources.
- Support all aspects of out year planning program management.
- Provide on-site planning, programming, and analysis support.
- Review and prepare draft Program Requirements Review (PRR) documentation
- Review all programming and budgeting line items in association with NETC Program Requirements Review (PRR).
- Provide program analysis and evaluation reports in support of the Navy programming
- Analyze the effects and associated potential risks that may be caused by the addition or reduction of NETC programs.
- Develop documentation to include point papers, summary analyses, cost analysis, schedules, requirements, plans of action and milestones (POA&M), etc.
