To achieve our mission, we provide a wide range of programs for low- and moderate-income residents, including our Community Care for Kids (CCK) program. CCK is a childcare resource and referral program that consists of a variety of services designed to help families make educated childcare choices, improve the affordability of childcare for income eligible families, and increase the quality and availability of childcare services.

Under the supervision of the Program Director, responsible for providing comprehensive information, referral, and follow-up services to families; maintaining accurate records for subsidy eligibility for families receiving subsidies and updating resources, and supervision of Family and Provider Specialists including approving subsidy files for quality review and contract requirements. Executes provider contracts and updating files throughout the year including the processing of rate increase documents and summer camp contracts. Conducts technical assistance via phone, email and virtual meetings as necessary.

1. Complete the annual provider agreements, calculation of rates and entering provider information in customized databases. Provide technical assistance to providers as requested.

2. Demonstrates proficiency of current knowledge of applicable EEC regulations and policies, childcare provider databases, CCK procedures, community resources, childcare subsidies and related childcare information. Approves specialist’s files allowing the issuance of a subsidy in a timely manner. Ability to calculate accurate financial information of files. Ability to communicate errors to staff.

3. Supervise Family and Provider specialists. Provides expertise and technical leadership to staff on subsidy regulations including of monitoring requirements. Assists with recruitment and recommendations for staff for hire, performs annual employee evaluations, maintains understanding of QCAP Personnel Policies, CCK procedures and implements those policies/procedures with staff. Assists with dual authorization approvals for family specialist.

4. Oversee the completion of annual provider agreements, calculation of rates and entering provider information in customized databases. Provides technical assistance to providers as requested.

5. Assist Program Director with collecting and compiling data and information from CCK staff for reporting requirements.

6. Assume operational and oversight of CCK in the absence of the Program Director, overseeing daily operations of the program, including supervision of CCK Staff.

7. Provide individual counseling with parents and guardians and assess their child care needs/financial eligibility for subsidy. Provide comprehensive information related to choosing quality child care and responsibilities of maintaining a child care subsidy.

8. Complete and maintain all required paperwork, data entry and consumer files associated with issuing a childcare subsidy. Confirm terminations or any change in subsidy status with family and provider in a timely manner. Provide consultation and support to families in order to help them understand, advocate for and access services from appropriate programs, public schools, other community service providers and potential tuition subsidy sources.

9. Maintains active interest and participates in the professional field at all levels, analyzes trends or innovations in specific program area and integrates these into program services as appropriate. Represents the program in the local childcare community.

10. As a mandated reporter, adhere to QCAP’s employee handbook Suspected Abuse and Neglect policy.

11. Other duties as assigned by the Program Director.

Qualifications:

1. Bachelor’s Degree in Education or related field.

2. 3 years-related work experience

3. Ability to understand complex Federal and State regulations including childcare licensing/safety requirements and subsidy regulations. Demonstrated ability to develop and maintain program systems and communicate policies.

4. Ability to perform math calculations and work with customized software and databases.

5. Excellent organization, written and verbal communication skills.

6. Commitment to working on behalf of clients of all income levels.

7. Bilingual speaker preferred.
