Posting Summary
Rutgers, the State University of New Jersey, is seeking a Program Coordinator I at the Center for Advanced Infrastructure and Transportation (CAIT). This position reports to a designated supervisor at CAIT and works under general supervision with clearly defined objectives. The Program Coordinator I will be responsible for providing the coordination and management support necessary to accomplish the goals prescribed by the mission of the State of New Jersey Motor Carrier Safety Assistance Program (MCSAP).

Among the key duties of this position are the following:
  • Acts as the project coordinator supporting activities implemented by the New Jersey Department of Transportation (NJDOT), Bureau of Transportation Data & Support (BTDS), on their efforts to manage the Motor Carrier Safety Assistance Program (MCSAP) and develop the State Commercial Vehicle Safety Plan (CVSP).
  • Maintains compliance with the agreements made with the Federal Motor Carrier Safety Administration (FMCSA) and supporting NJDOT in reducing Commercial Motor Vehicle (CMV) accidents, fatalities, injuries, and hazardous material incidents, through consistent, uniform, and effective CMV safety programs.
  • Utilizes research project coordination and grant management skills, the individual will provide the department with an effective resource to comply with reporting guidelines, validate performance measurements and propose best practices to facilitate accomplishing the fiscal and programmatic objectives of the New Jersey Department of Transportation (NJDOT) – MCSAP.

  • Maintains compliance with agreements the NJDOT made with the Federal Motor Carrier Safety Administration (FMCSA) and supporting NJDOT in their efforts reducing Commercial Motor Vehicle (CMV) accidents, fatalities, injuries, and hazardous material incidents, through consistent, uniform, and effective CMV safety programs.
  • Utilizes research project coordination and grant management skills, the individual will provide the department with an effective resource to comply with reporting guidelines, validate performance measurements, and propose practical administrative and grant management solutions, to facilitate accomplishing the fiscal and programmatic objectives of the program.
  • Develops and writes proposal applications to meet the needs of the NJDOT and implement program guidelines and initiatives to execute the projects to completion, providing the coordination needed to maintain and secure funding flow, as well as achieving long term program objectives and goals.
  • Works closely with NJDOT, but also with the New Jersey State Police (NJSP), the New Jersey Motor Vehicle Commission (NJMVC), FMCSA, Stakeholders, and partners, monitoring and reporting progress, while achieving MCSAP objectives. It requires knowledge of cost principles as outlined in OMB Circular A-21, A-110 (Uniform Administrative Requirements for Grants), A-133, A-87 (General Principles for Determining Allowable Costs) and Title 49 CFR (Transportation Code of Federal Regulations), necessary to effectively identify issues and develop relevant solutions to meet administrative objectives while navigating a complex regulatory environment.
  • Works closely with NJDOT and other federal, state, and local agencies, this position will also help identify and address state program issues regarding CMV transportation safety, following national priorities outlined in the FMCSA, USDOT and NJDOT strategic plans.
  • Demonstates an ability to form and maintain productive working relationships and have the ability to work under general guidance in the prescribed duties, as well as cooperatively with other University departments, CAIT’s faculty and staff.

Qualifications

Minimum Education and Experience
  • Bachelor’s degree in a related field or an equivalent combination of education and/or experience.
  • A minimum of two years relevant experience in a program coordination or administrative function.

Certifications/Licenses

Required Knowledge, Skills, and Abilities
  • Good communication skills and computer literacy.
  • Knowledge and understanding of coordination, organization, facilitation, report analysis, writing and promotion/outreach.
  • Must have excellent communication, presentation skills, and a strong proficiency in office applications required.
  • Requires knowledge of all computer programs and command of the English language necessary to produce the State Commercial Vehicle Safety Plan (CVSP), as well as performance progress report narrative required under the terms of the federal agreement.
  • Must be extremely proficient in writing, editing and overall communications skills.
  • The individual will be expected to hold very high standards in how information is developed and presented.
  • It is key that he/she will have the demonstrated ability to manage, document, and organize multiple simultaneous projects.
  • Requires frequent travel within New Jersey to attend meetings/functions/events/etc., and occasionally travel out of state to attend meetings/conferences/etc.
  • Experience with non-profit organizations, state, county or municipal agencies and/or involvement in professional organization (leadership positions) is highly valued.
  • The employee must have strong skills in planning and organizing, information integration, decision-making, and attaining results.
  • The ability to research, compile data and formulate reports and deliverables on a consistent and timely basis are critical.
  • Must be able to think broadly and conceptually and formulate creative, sophisticated solutions to complex problems, prioritize workload, and work independently with general supervision.

Preferred Qualifications
  • Knowledge and understanding of transportation safety principles and practices and experience in grant administration/management at a State level.
  • Previous interaction with transportation agencies such as NJDOT, FHWA, USDOT,NJSP, NJMVC; active participation with related professional organizations.
