Position Summary: Under supervision of the Program Eligibility & Contracts Supervisor, provides administrative and analytical support for the Early Head Start, Head Start, and State Child Development Programs.
This position is most suited to staff who enjoy paperwork, are detailed oriented, can work accurately with numbers, and have the ability to get along well with the public. This position requires technological skills, and the ability to use Excel, Google Suite, PowerPoint, and Word. The ability to organize and work with minimum supervision is essential. Required Education and Experience: Combination of related education and/or experience equal to two (2) years performing administrative functions, case management, eligibility determinations, and/or related field.
One (1) of the years must be experience working as a Program Eligibility Specialist I or experience equivalent to performing eligibility determinations under a California Department of Education regulation. Preferred Education and Experience: A Bachelor’s Degree is preferred. Essential Functions: 1. Attendance Review 1.
Verifies all attendance registers are received. 2. Reviews monthly program attendance registers to ensure processing aligns with internal policy and procedures as well as State, licensing and Federal regulations. 3.
Reviews database attendance entries to ensure that electronic records align with paper attendance registers. 4. Prepares monthly reports of error trends. 5.
Provides attendance feedback and works with Program Eligibility Specialists (PES) and supervisor to correct attendance. 6. Performs intermittent audits on monthly attendance records for accuracy and compliance with regulations and reports to supervisor. 7.
Receives & inventories processed and reviewed attendance registers from the finance department. 8. Prepares monthly quarterly attendance error rates report. 9.
Communicates directly with the finance department and answers questions as it relates to attendance. 2. Parent Fees 1. Reviews monthly program parent fee reports to ensure processing aligns with internal policy and procedures as well as State, licensing and Federal regulations.
2. Enters all payments into NOHO database. 3. Mails receipts to families & issues copy to PES for data file.
4. Enters approved child care credits into NOHO. 5. Enters approved parent fee adjustments into NOHO.
6. In coordination with PES, tracks delinquent parent fees and payment plans. 7. Prepares monthly reports of delinquent parent fees.
8. Prepares reimbursements requests and forwards requests to Program Eligibility & Contracts Supervisor for approval. 9. Answers questions related to parent fees in the absence of the PES.
10. Communicates with the finance department and answers questions as it relates to reimbursements or parent fees, as necessary. 3. Data Entry, Analysis & Application Review 1.
May enter waitlist applications for Federal and State programs. 2. May review waitlist applications for Federal and State programs. 3.
May provide technical assistance on Federal and State eligibility as it relates to waitlist applications. 4. May review data entered in ChildPlus database. 5.
Prepares and issues enrollment, waitlist, and recruitment ChildPlus reports. 6. Prepares Excel, Google sheets, dashboards, or documents that are utilized for data analysis. 7.
May assist Eligibility County Supervisor or Program Eligibility & Contracts Supervisor in waitlist, enrollment, and recruitment ChildPlus functions. 4. Social Media Management & Outreach 1. As assigned by county, posts on active Facebook social media pages according to the agency’s branding guidelines.
2. Works with county supervisor and area manager to obtain site or classroom pictures to post on social media. 3. May review recruitment logs.
4. May work with local child care resource and referral agencies to ensure they have up to date information on CAPSLO’s child care options. 5. May process incoming child care calls and referrals.

License & Certifications: Must have dependable, insured transportation and valid CA driver’s license (mileage to be reimbursed) and acceptable driving record. 2. Must submit proof of current vaccination status for measles, pertussis, and influenza (or a current, signed influenza declination form) in compliance with SB 792. 3. Must comply with the CAPSLO COVID-19 Vaccination Policy, either being fully vaccinated or have an approved exemption.
4. Must complete a health screening physical completed within 30 days prior to employment and a current TB skin test/Chest X-Ray. 5. Employment is contingent upon meeting all job requirements and background requirements: criminal history check (Inclusive of DOJ, FBI and Child Abuse), acknowledgement of child abuse reporting responsibility, criminal record statement (Form LIC508), etc.
A criminal history clearance is required prior to employment. 6. Upon hire agency staff will check the Megan’s Law (or the current sexual predator website) to ensure each staff being hired is clear for employment.
