POSITION SUMMARY: The Program Manager (PM), works for the Area Director of Residential services. The PM is charged with the overall daily operations of licensed and unlicensed group homes under his/her purview. This includes scheduling of staff; ensuring plans are followed, staff are recording all daily documentation, shopping, scheduling of medical appointments and other routine tasks necessary to facilitate the operations of the home. The PM serves as the primary liaison between his/her assigned group home(s), guardians, Direct Support Professionals, external stakeholders and outside therapists.

The PM has a cordial relationship with outside agencies to include Case Managers, Advocacy, and Licensing. They report problems associated with assigned staff to the Area Director for reconciliation including HR, Payroll, and disciplinary issues. The PM ensures all homes operate according to departmental policies and procedure and licensing regulations. The PM will provide input into Person Centered Plan and ensure that the planning process is timely. Once goals, behavior support plans, and short-term objectives are established, the PM must ensure his/her staff implements the plans/goals/objectives as intended. The PM may serve on intradepartmental committees as appointed by the Area Director. The PM mentors assigned staff in an effort to teach proper protocol and procedures for home operations.

Essential Functions

  • Report general events for residents served to guardians, case managers, and external stake holders in a timely and professional manner.
  • Manage schedules and call outs while on shift to ensure the successful completion of all resident care goals.
  • Oversee the completion of high quality and timely daily documentation in therapy with all direct support professionals.
  • Train all DSPs on critical on functions such as documentation, ISP goals, household care, and community integration.
  • Understands all facets of Residential policies and procedures and aggressively applies these procedures in each home supervised; regardless of location, acuity, or status of licensure.
  • Attends PCP plans and quarterly meetings for those residents on his/her caseload.
  • Authors and maintains schedules in each home supervised. Provides substitution as necessary, and limits overtime.
  • Ensures subordinate staff implement PCP as intended, checking on data collection and providing AD with accurate data on a routine basis. Sporadically checks on the actual staff implementation of goals to ensure standardization of goal implementation and intervening when necessary to ensure inter-observer reliability.
  • Facilitates internal incidents and Reportable Event reports that occur within his/her purview.
  • Direct support and supervision of assigned staff and operations of each home to include:
  • Responsible for specific program and working with AD to ensure all personnel training requirements are met.
  • Responsible for alerting AD of staffing shortages.
  • With assistance from AD provides routine counseling of assigned staff when necessary.
  • Creates schedules that meet the minimum staffing requirements, and develops contingency plans when staff call out.
  • Completes performance evaluations of assigned staff.
  • Ensures each home assigned has a routine shopping schedule to ensure groceries and other supplies are on hand as necessary.
  • Maintains receipts and turns them into AD to ensure fiscal compliance.
  • Deters fraud by keeping all petty cash and resident funds in a locked container with strict procedures to ensure security.
  • Participates in the transition processes of future consumers in the event of an opening in the residence.
  • Ensures compliance with NRS policies and procedures.
  • Facilitates and documents routine home staff meetings.
  • Maintains MAR per regulatory guidelines.
  • Conducts monthly health and welfare inspections
  • Participates in Monday through Friday, 24/7, on call coverage and rotating weekend coverage for their assigned region. AD may assign 24/7 on call coverage for the PM’s respective programs as needed.
Other Duties:
  • Advocates for individuals served as appropriate, as well as assisting consumers in increasing their own self-advocacy skills.
  • Ensures creative opportunities for integrated recreational and social activities within the community.
  • Acts in a professional manner when representing Northeast Residential Services.
  • Performs other duties as assigned by the AD.

Job Requirements:
A minimum of one year experience in human services is required and previous supervisory experience is preferred.
Training Requirements for Continued Employment:
Certified in one or more Crisis Intervention strategies; Certification as a Direct Support Professional, Active CRMA, current CPR/First Aid certification.
