General Summary:
A member of the Public Health Emergency Preparedness Team. Under general supervision, this position is responsible for assisting in the research, development, and maintenance of the regional public health emergency plans and other preparedness plans/documents in order to predict and mitigate impacts on the regional healthcare delivery system and the population from natural, technological, and manmade disasters. Reports to the Public Health Emergency Response Coordinator.
Essential Duties:
Researches and compiles information identifying area layouts, geography, demographics, and any unique issues that are to be considered in planning for emergency and disaster procedures; maintains and updates information including plans and resource documents.- Helps respond to hazmat inquiries from the State Environmental, Epidemiology & Toxicology team.
- Provides information and planning guidance relating to public health emergency preparedness issues; participates in the delivery of public health emergency preparedness public education programs as required to support regional public health emergency management’s public outreach efforts.
- Coordinates with the LDH Emergency Operations Center, Regional Office of Homeland Security and Emergency Preparedness, and local agencies and businesses to research and identify resources in the areas of medical supplies, equipment, transportation and any other requirements for public health, welfare, and safety in the event of emergencies and disasters.
- Assists the Regional Medical Emergency Operations Center during activations for emergencies or disasters and is subject to recall; attends meetings, helps organize and participates in exercises and drills, and functions relating to emergency preparedness.

Assist with coordination, management and monitoring of statewide program(s).
Plans and coordinates the monitoring and reporting process for statewide program(s).
Develops and implements policy procedures for statewide program(s).
Monitors contracts for adherence to deliverables. Monitors service providers for compliance with federal/state guidelines and financial solvency.
Writes, negotiates and processes programmatic and budgetary contracts; initiates and negotiates contracts for new clinic agencies.
Assists with the writing and managing of grant funds.
May provide functional supervision to regional employees.
Analyzes data to track training and technical assistance needs. May conduct or coordinate training for agency staff.
Presents information to community partners and to relevant agencies.
Prepares and reviews reports from facilities and other programs outlining statistical analysis and trends.
Serve on various committees for the purpose of formulating of policies and quality assurance methods.
Assesses regional needs related to resources, information gaps and barriers to service.
Implements provider recruitment strategies to address resource and service needs.
Assists rural and underserved communities in their efforts to secure grant funding for community-based projects to improve access to local health care services by way of: skill-building, training, grant writing, technical assistance, etc.
Monitors expenditures and accounts payable for grant and contract deliverables.
Tracks occurrences and participates in investigations.
Coordinates and maintains department's internal monitoring procedures for legislation.
Coordinates with Information Technology staff for the design and maintenance of data reports.
