The State of New Hampshire, Department of Health and Human Services, Bureau of Elderly and Adult Services has a full time vacancy for Administrator IV. This is a grant-funded position and is subject to renew every two years.

SUMMARY:

To a dminister the Bureau of Elderly and Adult Services objectives for the programmatic and financial oversight of the Money Follows the Person demonstration program by directing statewide implementation of expansion plans for home and community based care in New Hampshire.

RESPONSIBILITIES:

Planning, development, implementation and oversight of the Money Follows the Person Program targeted at developing and expanding improvement and access to home and community based care and the States long term supports and services system of access.

Coordinates with other divisions within DHHS and external to the state agency conducting meetings, and convening a Money Follows the Person Consultative Group.

Authorizes the development of procurements, contracts, policies, and operational protocols to accomplish Money Follows the Person Program and DHHS objectives.

Monitors Money Follows the Person Program planning and operational activities for efficient and effective allocation of resources through evaluation and implementing legislative changes as necessary.

Controls and monitors State and Federally required budget oversight, tracking, documenting and reporting.

Prioritizes, coordinates, and monitors the work of other professionals to ensure the development, completion and implementation of Money Follows the Person Program as well as agency wide policies and procedures within specified timeframes.

Develops and authorizes the delivery of public information and education for the Money Follows the Person Program.

Manages and supervises the Money Follows the Person Data and Quality Analyst. Addresses personnel issues assuring adequate staffing plans, supervision and the timely receipt of annual performance appraisals and increments based on satisfactory professional performance.

Provides representation to a broad range of state and local policy planning groups, including testimony to the NH General Court on initiatives that impact the lives of older adults, individuals with chronic illnesses, and disabilities.

Attends meetings, workshops, and trainings as assigned.


MINIMUM QUALIFICATIONS:

Education: Master's degree from an accredited institute of higher education with major study in clinical social work, health care or human services administration, nursing, psychology, education, public health, or a related field.

Experience: Eight years' experience in a field providing community mental health services, community based care, long term supports and services, or a related field, five years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.


OR


Education: Bachelor's degree from an accredited institute of higher education with major study in clinical social work, health care or human services administration, nursing psychology, education, public health, or a related field.

Experience: Nine years' experience in a field providing community mental health services, community based care, long term supports and services, or a related field, five years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.

License/Certification: None required.
