Extensive knowledge of the principles and practices of engineering as it relates to transportation, drainage, landscape and lighting projects. Coordinates with other divisions, departments, outside agencies, engineering design services consultants and construction contractors to ensure project delivery. Attends public meetings, presents information and answers relevant questions. Coordinates right-of-way/easement acquisition, required project permits and bidding process for capital projects. Ability to work independently and as part of a team; ability to plan projects and prepare related designs, estimates, and specifications; ability to perform research; skilled in organizing technical material in good report form; ability to express self clearly and concisely verbally and in writing; ability to establish and maintain effective working relationships with internal and external stakeholders; ability to render timely, competent and technical decisions.

Proficiency with Microsoft Office and functional knowledge of GIS, transportation and engineering related software.
