Purpose

The Construction Inspector (CI) position at the Marine Science Institute (MSI) has primary responsibility for project activities in the field during construction, including coordinating construction activities with the in-house UT project manager, professional service provider, contractor personnel, client and/or other university stakeholders as needed to review, evaluate and address issues during the phase. The CI reviews and evaluates the general condition of the project, contractor performance for compliance with construction documents, adherence to construction schedule, quality of workmanship, and UT Design and Construction Standards. The CI takes primary responsibility for review of payment applications, evaluating/coordinating RFIs, reviewing submittals, overseeing construction testing, and communicating with contractor, Professional Service Providers (PSPs), and campus stakeholders.

Responsibilities
This team member must provide consistent, timely and reliable communication between all project stakeholders, including clients, professional service providers, university personnel and contractors to ensure that projects are thoroughly documented and understood; and provide excellent customer service to meet client needs and university Design & Construction Standards.
Oversee multiple projects simultaneously. Monitor project’s scope, budget, and schedule during the construction phase. Communicate progress with project team. Consult with Project Manager on all changes to the scope, schedule, or budget. Interact with team members to resolve issues and accomplish established goals. Interact with PSPs during the construction phase. Demonstrate working knowledge of the University’s design and construction standards. Participate in the review of RFIs and Submittals. Lead pre-construction and regular job site construction meetings. Coordinate construction activities with campus stakeholders. Monitor project’s schedule of values to evaluate the project’s adherence to schedule and budget. Facilitate contractor completion of punch items and conduct warranty observations with all stakeholders within the one-year warranty period.
Assist in design and constructability reviews. Assist in design and construction conflict resolution. Demonstrate an awareness of project safety requirements, following OSHA standards. Must hold OSHA 30 certification. Serve on committees, task forces, and other groups, to improve the departmental mission of excellent client service and project delivery.
Attend Pre-Construction meeting & regular onsite construction meetings. Facilitate pre-installation meetings between contractor & subcontractors as required. Coordinate with campus when site visits, inspections, noise control, traffic control, security or utility outages are required by the work.
As required, monitor Storm Water Pollution Prevention Plan (SWPPP) Best Management Practices and posted notifications, conduct weekly inspections and follow-up on correction of noted non-compliance by contractor. Stay current in Codes and Regulations applicable to design and construction, including International Building Codes (IBC), NFPA 101, TDLR, OSHA, ADA/TAS, ASHRAE 90.1, TPDES, & any special requirements of the building type ( teaching, healthcare, research labs, etc.).
Drives to project work sites. Performs related functions as assigned. May prepare project reports, photo documentation, and maintain projects files and records.
Monitor project close-out procedures and deliverables, including Operation and Maintenance manuals, current and accurate as-builts, record documents, punch lists, and warranty walk-through within the one-year warranty period.

Required Qualifications

High school diploma or GED. Five or more years of experience in construction planning, scheduling, and or supervising institutional facility construction, renovation, or maintenance projects. OSHA 30-hour certificate required. Must exhibit strong communication skills and positive attitude at all times. Current Class "C" Operator's Driver License required. Prior to date of hire, applicant selected must provide a Motor Vehicle Report "MVR" with a driving history from all states of applicant's residence for the previous 36 months. MVR will be evaluated to determine eligibility to drive a university-owned vehicle. If not currently a Texas resident, must obtain a Texas Driver License within 30 days after entering Texas as a new resident.

Relevant education and experience may be substituted as appropriate.

Preferred Qualifications

Eight or more years of above experience in a university physical plant or higher education environment. College certificate or Bachelors’ degree (preferred) in a construction related field. Strong understanding of construction methods and blueprint interpretation. Supervisory experience in commercial construction and renovation. Basic understanding of plumbing PVB ‘pressure vacuum breakers’ – backflow prevention as tested and certified by the Nueces Water Control District. Experience with wind storm requirements (150 MPH ratings), inspections, and certifications are required to assure acceptance by Texas Department of Insurance for Seaward Zone Location (TDI). Strong understanding of materials listed in the Texas Windstorm Approval Materials Catalog (cladding, sheathing, nail patterns, nail sizes, hold down anchors, embedment anchors, fasteners). Experienced with conducting inspections working with architects and engineers of record. Experience managing construction projects in an occupied setting requiring scheduling and working around other ongoing activities. Experience coordinating multiple tasks within a scheduled time frame with a successful outcome. Evidence of leadership skills. Excellent written and verbal communication skills. Computer competency. Experience with Microsoft Office or related software, including Excel and Project. Experience utilizing laptops, tablets, or other electronic mobile devices.

Driving Required

This job requires a class "C" operator's driver's license. The applicant selected must provide a current three year driving record from the current state of residence. If not currently a Texas resident, a Texas driver's license must be obtained within 30 days of becoming a Texas resident. Employees who are required to have a CDL are subject to drug and alcohol testing (pre-employment, post-accident, reasonable suspicion, random, return-to-duty, and follow-up drug and alcohol testing).

Salary Range

$50,000 + depending on qualifications
