Advocates for Human Potential, Inc., is seeking a Senior Project Manager for its Center for Training, Technical Assistance to serve as the Project Operations Manager for AHP’s new project to expand critical behavioral health facilities and services throughout the state of California.

The Project Operations Manager will be responsible for developing, implementing, and maintaining project management systems to support a team of staff and subcontractors to implement a major new initiative to expand behavioral health services throughout the state of California. The project will provide significant new funding to support planning and needs assessment activities, local expansion of treatment and recovery services, and the facilities needed to deliver these expanded services.

The Project Operations Manager will

  • Be a key member of the project leadership team, establishing standard operating procedures (SOPs) to ensure all contract activities and deliverables are completed on time and within the project budget, according to corporate quality standard;

  • Work as a member of AHP’s statewide project teams to develop and implement new and ongoing BHCIP projects;

  • Interface daily with other departments and projects within AHP to ensure consistent use of SOPs and best practices;

  • Use organizational and logistical skills to manage, develop, implement, and maintain project management systems in support of a large team of staff and subcontractors; and

  • Be responsible for creating and implementing performance monitoring tools, drafting reports for multiple internal and external audiences, developing tools and templates to improve efficiencies, and establishing work plans, timelines, and communication protocols for all aspects of the project.

Job Duties

The Project Operations Manager is responsible for the following tasks:

  • Manage the overall operational needs of the project.
  • Monitor and fulfill contract requirements of projects and formulate policies and procedures for program auditing.

  • Manage projects of all sizes, including workplans, deliverables and staffing.

  • Create and manage organizational solutions for the entire Project Team.

  • Establish standard operating processes (SOPs), monitors/evaluates project performance, and conducts quality control to ensure all contract activities and deliverables are completed on time and within the project budget.

  • Serve as the Project Team’s primary liaison to Digital Solutions and Information Technology (IT) for project needs related to events, website, etc.

  • Manage workload planning for Program Associate(s) based on immediate needs of the Project Team and Program.

  • Attend project-specific meetings with the Project Team and Project Director/Deputy Director to keep abreast of staffing needs, program developments, project timeline, and grantee needs.

  • Manages subcontractors and consultants, including creation of statements of work

  • Develops and manages project budgets, including invoice approval

Complete project deliverables.

  • Develop written and online materials (e.g., reports, presentation slides, guidebooks, planning documents).

  • Establish measurement-based practices to evaluate.

  • Compile, summarize, and analyze data.

  • Serve as primary liaison between IT Product Manager and Project Team to facilitate all tasks related to website development and maintenance.

  • Carry out meeting, training, and technical assistance activities.

  • Plan meeting agendas, prepare supporting materials, and facilitate meetings.

  • Prepare formal notes of external meetings, clarifying commitments and follow-up actions.

  • Develop training materials and manuals.

Education and Training

Candidates for this position must possess a bachelor’s degree. A master’s degree in public health, health administration, business, or operational organization is preferred. Education and training in project management are preferred.

Professional Experience

We are seeking candidates with at least five years of project management experience that includes managing complex processes and procedures.

Salary Range: Exact compensation may vary based on skills, experience, and location.

Base salary: $ 79,000 to $ 100,000 per year
