Role & Responsibilities:
The Project Scheduler will be responsible for the quality of the Critical Path Method (CPM) schedules; the scheduling consultant produces, confidentiality of the projects’ information and the reliability of their deliverables and performance. As well as, but not limited too, preparing schedules and construction duration estimates during various phases of a capital project’s life cycle, including studies, master plan, preliminary engineering and final design for design-bid-build projects, pre – RFQ (request for qualification), and pre-RFP (request for proposal) stages for design-build projects.
- Review contractor-developed plans for completeness and accuracy.
- Develop reports for project progress and action items.
- Organize, run and document online meetings with contractors, staff and supervisors.
- Manage multiple timelines, personalities/perspectives to complete dynamic workload.
- Communicate and interpret contract documents, train and troubleshoot as needed.
- Review the phasing plans and/or CPM phasing schedules received from bidders and provide comments to the SBU scheduling.
- Participate in project risk assessment and constructability reviews.
- Participate in schedule kickoff meetings following project award.
- Review and comment on contractors’ construction baseline schedule for design-bid-build projects (including A+B), or contractors’ design and construction baseline schedules for design-build projects (including progressive design-build) and determine whether the contractors’ schedules comply with the contractual and scheduling requirements detailed in their contracts.
- Work closely with the Project Chief Executive Officers (PCEOs) managing Capital Projects to review Detailed Cost Breakdowns (DCB) received from contractors following contract awards and ensure that the DCB is in synch with the resource loading in the approved CPM schedules.
- Attend monthly schedule review/coordination meetings with the Project CEOs or their delegated staff to review, discuss and comment on the monthly schedule updates provided by contractors.
- Develop independent fragnets for change orders, prepare change order schedule impact analyses, provide recommendations regarding extensions of time, and participate in change order schedule negotiation meetings.
- Produce various status reports and provide input to update internal reporting systems or otherwise as directed.
- Develop schedule assumptions, productivity rates and schedule risk mitigation scenarios.
Required Skills and Experience:
- Must have good technical writing skills to assist Project CEOs in drafting scheduling related requests, letters or responses to the contractors in a timely manner.
- Strong writing, communications, and presentation skills.
- Leadership skills and an ability to work well in a team consisting of all types of disciplines such as electrical, mechanical, structural/civil, etc.
- Experts in using Primavera P6 Release 7 Oracle based versions and latest versions of MS Office Suite to work in an environment where supporting MTA C&D effort of migration to P6 Cloud is needed.
Required Education and Certifications:
- Bachelor’s degree in Engineering, Architecture, Construction or Project Management, Business Administration, Transportation, or a combination of education with both scheduling and field site experience.
- Training and experience in claims analysis, contract law, forensic merit determinations, contract and change order negotiations and cost/benefit analyses, (Preferred).
