About the Position:

This position will be located at our Kansas Department of Corrections Central Office, in Shawnee County.

Compensation:
$58,884.80 to $71,593.60/Annual*

  • Salary can vary depending upon education, experience, or qualifications. Though this position is unclassified, pay is equivalent to classified Pay Grade 34, Steps 4-12.

Position Summary & Responsibilities

Position Summary: This position will oversee the education services of the KDOC, including Adult Education and associated programs, Career and Technical Ed and all associated certifications/programs, Title I and SPED services, and Prison Education Programs (PEP), and all related functions, resource development and partnerships.

This position will represent the KDOC on the national stage related to development of robust adult and higher education programs in corrections.


Job Responsibilities may include but are not limited to the following:

  • Develop, implement, support, and administer opportunities for adult and post-secondary education for incarcerated and returning citizens.

    • This includes developing relationships with various institutions that provide post-secondary certifications and degrees; develop methods for leveraging funds; establish administrative processes for incarcerated and returning citizens to access these services; work with KBOR and the institutions of higher learning to identify market relevant programs to be delivered; and otherwise administer and implement these opportunities.

    • Work with facilities to address issues related to implementation, including space, equipment, study-hall opportunities, housing of participants, transfer holds, and other procedural and implementation issues that arise when delivering statewide robust higher education services.

    • Work with providers to address issues related to access, readiness, support, and transition, including in the facilities and in the communities upon release.

  • Establish/maintain systematic ways to track and report results to sustain support for the work and access to education and employment opportunities for incarcerated and returning citizens.

    • Make recommendations to KDOC managers and various stakeholders to continue enhancing and strengthening these opportunities and services.

    • Coordinate work with the Job Services Manager, and all areas of operation as needed for success.

    • Work closely with research to set and track metrics and outcomes. Work with relevant partners to establish data-sharing agreements. Work with various stakeholders to continue identifying career paths and related education, through special projects, grants and otherwise.

    • Participate in grant writing to build support and resources for higher education. Participate in national organizations, conferences, presentations, and opportunities to continue to build education programs and services.

    • Support the Career Campus model/initiative in all relevant ways. Help address space and technology needed for higher education.

  • Supervise education team, including two education staff, and co-supervise the education research position.

    • Supervise staff by providing clear expectations, guidance, skills-development, and coaching, communicating by word and action through the KDOC Pathways for Success mission, vision and principles.

    • Demonstrate, model and teach, problem solving, getting the big picture, collaboration, active listening, translating information and communicating, effectively responding to behavior, working harmoniously with team members, being innovative and progressive, and being positive and professional.

    • Work with your team members to ensure they are proficient and have the confidence to do their work. Also identify goals to increase their skills and when they desire to advance help them develop a career pathway and receive the training and information to support that pathway.

    • Be open to feedback, be approachable, and ensure feedback between you and your team, in both directions, is specific, timely, constructive, and well given and received.

  • Oversee contracts related to education, including state contracts for services and partner college MOU/MOA development and monitoring.

    • Work with current providers, potential providers, employers, Board of Regents and otherwise, to develop additional education programs and services, identifying funding streams, forging partnerships, leveraging existing funds, and so forth.

    • Monitor compliance with the contracts and quality of services provided.

  • Other duties as assigned.

Qualifications

Minimum Qualifications: Three years of experience in planning, organizing and directing the work of a department, program or agency.

Substitution: Master’s Degree in any degree related to public or other administration, education or marketing.

Preferred Qualifications:

  • 3 years experience as a supervisor

  • 3 years experience in education programs/services

  • 3 years experience administration complex processes/programs, with multiple stakeholders or partners

  • 2 years experience in technical writing

  • High level of proficiency with multiple technologies - hardware used for delivery of education programs and software associated with desired outcomes/programming.

  • Willing and able to help build a shared purpose with team members consistent with Pathways for Success.

  • Clear and effective communicator, written and verbal, appropriate to the audience.

  • Translate pertinent information, set clear expectations, while engaging the team member in committing to a plan to carry out.

  • Able to think innovatively and progressively, solutions focused in addressing change.

  • Consistently positive and professional in dealings with all staff, residents and stakeholders.

  • Hold yourself accountable as a good example for your team members.

  • Consistently open to input from necessary voices and use input constructively.

  • Willing to give/receive specific, timely, constructive and impactful feedback.
