STAFF JOB DESCRIPTION

Working Title: Quality Program Manager

I. Summary of Position

Responsible for overseeing and coordinating quality management and program evaluation activities for HIV programing. Facilitates the process of developing outcome indicators, goals, objectives, outcomes, quality management plans and program evaluation models. Provides training and technical assistance to sub-contractors as it relates to quality management. Assesses the effectiveness of programs serving people living with HIV (PLWH). Works closely with the data manager in assessing needs, performing data analysis and producing reports for use in program analysis and reports to the federal government.

Work involves specialization in program evaluation, statistical analysis, creation of databases, implementation of data collection, and performance of analysis as it relates to quality management and quality improvement activities for the HIV/AIDS program.

III. Duties and Responsibilities

A. Core Functions (provide at least 3):

  • Provides direction and guidance on quality improvement activities
  • Provides leadership in technical assistance for funded programs in the use of data-to-care strategies for managing and improving the quality of services for PLWH, including accessing and using reports, gathering data from funded programs, and setting priorities for improvement.
  • Updates the quality improvement plan
  • Reviews sub-recipients’ quality management plans and provides feedback
  • Designs, develops, and implements ongoing quality improvement initiatives for HIV-related programs.
  • Provides training, coaching and technical assistance to funded agencies
  • Proposes and implements protocols for reviewing and analyzing performance and quality management data to inform program improvement
  • Develops frameworks for technical competencies in outcome measurement and process improvement.
  • Manages chart review processes, including tool creation, coordination with subcontractors, data management, data analysis, and report writing
  • Develops processes for generating reports for funders from CAREWare
  • Develops, monitors and reports quality improvement measures
  • Evaluates program outcomes and service delivery
  • Conducts skills assessments and develops initiatives to solve identified problems.
  • Facilitates the development of employees/interns through a structured learning program.
  • Enhances and assesses cost-effectiveness of learning and organizational development programs
  • Coordinates with the New Orleans Regional AIDS Planning Council to ensure quality management data are shared to impact policy changes
  • Manages medication requests
  • Represents OHP at different collaborative meetings such as the Louisiana Statewide HIV Continuous Quality Improvement (CQI) Committee for the State, the HIV Testing and Linkage with justice involved individuals, and other entities that serves identified affected sub population
  • Participates in grant writing efforts to ensure sustainability of the program
  • Understands health insurance payors and resources for persons living with HIV
  • Oversees coordination of quality improvement activities for Ending the HIV Epidemic (EHE) programs and activities.

B. Additional Responsibilities (if applicable):

  • Will be expected to respond to public health emergencies.
  • Will require non-traditional working hours on occasion.

C. Physical Requirements, if any:

  • Occasionally required to lift 25 pound boxes

V. Qualifications and Skills

A. Minimum Qualifications and Skills Required by Department:

  • A Bachelor's Degree from an accredited college or university in public health, social work, a social science or a closely related field.*
  • Four (4) years of professional managerial experience in public health/administration/health sciences or any close field.
  • NOTE: A Master's Degree in Public Health, Social Work, Nursing, Healthcare Management or a closely related field from an accredited college or university may be substituted for two (2) years of the required experience.

NOTE: Pay above the minimum for superior qualifications may be granted under Civil Service Commission Rule IV Sec. 2.7 based on a review of the applicant pool, candidate's verified experience, education, and/or possession of related certifications

  • Kind of Examination

A written test, weighted 100%. The written test is designed to measure: Basic Management Principles, Decision-Making & Organizing, Interpersonal Skills, Written Communication and Mathematics.

B. Other Qualifications, Skills, and Competencies:

  • Data analysis skills
  • Ability to provide training on topics related to public health and quality improvement
  • Assessment and evaluation skills
  • Familiar with CAREWare or other data management programs
  • Ability to utilize electronic medical record programs

Job Type: Full-time

Pay: $65,000.00 - $67,000.00 per year
