This position is located in Los Alamos, New Mexico.

Summary:
While working to achieve N3B LLCC objectives, the Readiness and Assessment Specialist will coordinate readiness activities related to the startup or restart of nuclear facilities, operations, and activities for the Hazard Category 2 nuclear facilities at TA-54 Area G and other N3B areas as necessary. The Readiness, Assessment Specialist will also serve as the CH-TRU assessment program Point of Contact, and will coordinate all CH-TRU assessment activities across the CH-TRU areas of responsibility. Additionally, the Readiness and Assessment Specialist will actively mentor operations and operations support personnel to improve disciplined operations across all CH-TRU activities.
This position reports to the N3B Compliance and Integration Director.
Essential Duties/Responsibilities (include, but are not limited to):
This role will maintain required safety, security and operational training; assure procedural and regulatory compliance; and make safety, security and quality an integral part of every task; including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.
Coordinates the planning and execution of readiness activities in compliance with DOE Order 425.1D requirements for the startup or restart of nuclear facilities, operations, and activities for CH-TRU and other N3B facilities as necessary.- Coordinates the planning and execution of appropriately scoped Management Self-Assessments (MSA) for facilities, operations, and activities for CH-TRU as necessary.
- Develops and coordinates (e.g. CH-TRU Operations, ER Operations, Engineering and Nuclear Safety, CH-TRU Programs, etc.) Activity Description Worksheets (ADW), Startup Notification Reports (SNR), Plan of Action (POA), Corrective Action Plans (CAP) etc. as required to support the successful performance of readiness for nuclear facilities, activities, and operations. Supports the development and approval of new activity reviews, and participates on the Facility Operating Safety Committee (FOSC),
- Coordinates the execution of readiness activities for CH-TRU to include development and approval of the POA, identification and scheduling of readiness teams, preparations for readiness reviews, execution of readiness reviews, coordination of factual accuracy reviews on readiness reports, and closure of issues resulting from readiness activities.
- Serves as the Lead Assessor for CH-TRU.
- Provides detailed input in developing assessment activities to ensure that all programmatic areas are assessed on an appropriate frequency to provide assurance of programmatic effectiveness.
- Coordinates the establishment and ensures the successful execution of CH-TRU planned assessments each fiscal year.
- Develops assessment teams using N3B subject matter experts (SME) to focus on specific areas of review.
- Coordinates the development of assessment plans in coordination with appropriate SMEs.
- Ensures that assessments are performed in a logical and compliant manner, and ensures that assessment reports are developed, reviewed, and issued in a factually accurate and timely manner.
- Ensures that issues identified during performance of assessments are factually accurate, entered into the N3B Contractor Assurance System (CAS).
- Works on assignments to develop, implement and maintain procedures and programs designed to minimize deficiencies and ensure compliance with existing Federal, State and local laws, regulations, licenses, permits and ordinances pertaining to health, safety and environmental control.
- Acts as mentor as well as an assessor for Conduct of Operations, Formality of Operations for all CH-TRU work. Works with Operations personnel to improve adherence to disciplined operations principles.
- Keeps abreast of all applicable rules, regulations, and guidance documents.
Minimum Qualifications (Knowledge, Skills, Abilities):
- Understanding of Department of Energy processes to verify readiness to start up or restart nuclear facilities
- Ability to conduct audits and assessments.
- Knowledge of Department of Energy conduct of operations requirements.
- Exceptional composition and technical writing skills, teamwork and influencing skills that foster a collaborative and continuous-improvement environment.
Education and Experience Required:
Bachelors’ degree in a technical discipline combined with at least 10 years of relevant experience, or a Masters’ degree in a technical discipline combined with at least 8 years of relevant experience. However, a combination of education and relevant experience wherein the knowledge, skills, and abilities to perform the position’s duties and responsibilities have been adequately demonstrated is acceptable
Experience planning and conducting assessments is required.
Experience implementing the requirements of DOE O 425.1 to include preparing for and executing readiness processes is highly desired.
