Job Description: The National Asian Pacific Center on Aging (NAPCA) is seeking candidates 55 years of age and older for the position of Records Management Specialist with the U.S. EPA Senior Environmental Employment Program (SEE).
General Summary: As Records Coordinator; manage ECAD records in the file room and other records storage locations, in accordance with applicable guidelines and procedures. Work with and train staff to ensure proper filing, retention, and disposal of records. Represent ECAD at regional records management meetings.
Qualifications: MUST BE: 55 years of age and older (in accordance with Public Law 98-313 and the Older American Workers Act), a US citizen, and be eligible to work in the US.
Duties/Responsibilities:
· Prepare files using Versatile records management software and electronic archiving software. Organize and manage records in ECAD’s file room and other records storage locations. Update ECAD standard operating procedures with new initiatives and policies as needed. Maintain ECAD file plan and inventory spreadsheets. 20%
· Review, evaluate and manage archival records/files (paper and electronic), in compliance with current agency guidelines, general administrative procedures, directives, and instructional manuals. Understand and comply with federal records retention schedules. 20%
· Assist staff and management team in ECAD by organizing and retrieving files. Timely response to Freedom of Information Act requests. Recommend filing locations for active vs inactive files. Assure PII information is secure and not released during a FOIA. 20%
· Develop strategies and train staff in managing their electronic files. Assure records are entered into electronic software or shared folders. Edit and update existing electronic files and records in accordance with digitization requirements. 15%
· Assist staff with records research as needed. 5%
· Train staff and management in records management systems and records management procedures. Represents ECAD at meetings held with EPA Region 10 records management staff. Coordinate work with other regional records staff and coordinators. Make recommendations for file plan and essential records inventory consistent with requirements. 10%
· Assist with other records management functions including distribution of mail and scanning. May include lifting of boxes up to 20 Lbs. Act as a backup to ECAD’s records coordinator as needed. 10%
