The City of Elk Grove is looking for a professional with excellent leadership and communications skills to be our Recycling and Waste Manager. This individual will have a proven track record of excelling in a highly supportive and team-oriented work environment and will demonstrate their communication and interpersonal skills to effectively gain support from both internal and external stakeholders to meet the goals and objectives of the City.

Candidates should have experience and ability to manage and negotiate contracts for municipal recycling or solid waste services; develop, implement, and evaluate recycling and waste reduction programs and services; lead public outreach and education campaigns related to waste and recycling; understand and follow legislative activity and regulations; develop and present, orally and in writing, complex reports and information to leaders and the governing body.

The ideal candidate has a proven ability to foster a strong team environment, mentor staff, and focus on details yet maintain concentration on the overall recycling and waste program. The City seeks an experienced professional who has a proven ability to engage people, be an innovative problem solver and develop effective solutions. The candidate will work closely with other City departments including Finance, the City Manager’s Office, Development Services/Planning, and all Divisions in the Public Works Department. Ideally, this person will have a good balance of technical and interpersonal skills and is able focus on service delivery, including public outreach and education, while building successful and collaborative relationships with department heads and other staff.

Representative Duties

Under administrative direction, directs, manages, supervises, and coordinates the activities and operations of the Recycling and Waste Division within the Public Works Department including overseeing the City’s solid waste franchise agreement(s); develops, coordinates, and distributes City wide solid waste public educational material dealing with waste reduction, recycling, composting, and hazardous waste handling; develops long range plans for recycling and solid waste programs; coordinates assigned activities with other divisions, departments, and outside agencies; and provides highly responsible and complex administrative support to the Deputy Public Works Director – Operations and the Public Works Director.

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
  • Assumes management responsibility for assigned services and activities of the Recycling and Waste Division including overseeing the City’s solid waste franchise agreement(s) and developing, coordinating, and distributing City wide solid waste public educational material dealing with waste reduction, recycling, composting, and hazardous waste handling; works with regional agencies, neighboring cities and California Integrated Waste Management Board to monitor and implement solid waste policies.
  • Manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommends and administers policies and procedures.
  • Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends, within departmental policy, appropriate service and staffing levels.
  • Plans, directs, coordinates, and reviews the work plan for Recycling and Waste staff; assigns work activities, projects, and programs; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.
  • Selects, trains, motivates, and evaluates Recycling and Waste personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
  • Oversees and participates in the development and administration of the division’s annual budget; participates in the forecast of funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; implements adjustments.
  • Manages the City’s solid waste franchise agreement(s); reviews and updates contracts and agreements; negotiates changes to the contract; prepares general specifications for work to be done by consultants; monitors consultant contract provisions.
  • Oversees annual adjustment to franchise agreement rates; calculates annual adjustment and creates any new rate that might be needed for a new service or program; completes surveys to establish revenue rates for refuse services in the surrounding regions.
  • Coordinates, prepares and conducts the activities outlined in the City’s Source Reduction and Recycling Element, Household Hazardous Waste Element and Non-Disposal Facility Element to fulfill the City’s obligations identified by the documents; updates documents as needed.
  • Provides oversight of both permitted solid waste haulers and franchised solid waste haulers to ensure that the performance standards which govern their business are complied with.
  • Oversees and participates in promoting specific activities within the recycling and solid waste program; prepares outreach pieces regarding waste, recycling, composting, and hazardous materials including utility bill inserts, newsletters, flyers, pamphlets, and brochures.
  • Oversees the development of short and long range plans for the Recycling and Waste Division; oversees and participates in special projects related to solid waste including developing, planning, and implementing special projects and complex research of new programs and services; educates the public on short and long range solid waste plans, solid waste disposal procedures, hazardous waste regulations, and related solid waste activities.
  • Drafts, edits, reviews, and finalizes a variety of documents, reports, resolutions, ordinances, Memorandum of Understandings (MOUs), contracts and agreements.
  • Compiles and analyzes financial, statistical, and other data relating to City-sponsored and other waste collection, reduction and recycling programs; evaluates and monitors source reduction and recycling activities; makes recommendations for improvements and modifications; prepares reports on activities.
  • Reviews and makes recommendations on proposed state legislation, local ordinances, and plans; consults with legal counsel concerning contracts, ordinances, upcoming legislation and items before City Council.
  • Applies for and oversees assigned grants including Used Oil Block Grant and Recycling Grant; oversees expenditures and budgeting; closes out grants annually and prepares necessary reports.
  • Serves as the liaison for the Recycling and Waste Division with other divisions, departments, and outside agencies; negotiates and resolves sensitive and controversial issues.
  • Serves as staff on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence.
  • Provides responsible staff assistance to the Deputy Public Works Director – Operations and the Public Works Director; conducts a variety of organizational studies, investigations, and operational studies; recommends modifications to recycling and solid waste programs, policies, and procedures as appropriate.
  • Attends and participates in professional group meetings; maintains awareness of new trends and developments in the field of solid waste; incorporates new developments as appropriate.
  • Responds to and resolves difficult and sensitive citizen inquiries and complaints; serves as arbitrator between citizens and City’s contractor for solid waste as necessary.
  • Performs related duties as required.

Minimum Qualifications

Education:
A Bachelor's degree from an accredited college or university with major course work in environmental science, resource management, public administration or a related field.

Experience:
Five years of increasingly responsible professional experience developing and promoting recycling, waste reduction, or other solid waste management programs, including two years of administrative and supervisory responsibility.

License or Certificate :
Possession of an appropriate, valid driver's license.
