Starting Pay Range: $100,700 - $125,900 per year

As the Regulatory Compliance and Bank Secrecy Act and Anti-Money Laundering (BSA/AML) Manager, you will assist the VP of Regulatory Compliance in developing, implementing, and supporting the overall Compliance Management System (CMS) and BSA/AML Program at OCCU. You will capture, decision and report applicable regulatory compliance and risk across the credit union to ensure OCCU is meeting regulatory and legal requirements. You will also be responsible for overseeing all aspects of OCCU’s BSA/AML, Customer Identification Program (CIP), and Office of Foreign Asset Control (OFAC) program management, as well as provide development opportunities to the team and support a stable credit union risk management culture.

Every day you will:

In compliance

  • Assist the VP of Regulatory Compliance in overseeing, supporting, developing, and maintaining an effective CMS that includes an internal regulatory compliance control structure, change management, training, resolution tracking and reporting of issues.
  • Assist the VP of Regulatory Compliance in managing and reporting to the Compliance Committee. This will include reporting to the Supervisory Committee and/or Board as needed in the absence of the VP of Regulatory Compliance.
  • Collaborate with management on the development, drafting, and implementation of compliance policies and procedures; ensure policies accurately and effectively communicate legal and regulatory standards; meet internal policies and procedures as well as ethical standards; periodically review and initiate necessary updates.
  • Implement, develop, and maintain a compliance marketing review program in partnership with the Marketing team.
  • Partner with the Member Loyalty team, manage the compliance complaint program by analyzing and trending regulatory member complaints, as well as assist the VP of Regulatory Compliance in responding to regulatory agency complaints.
  • Research, analyze and draw conclusions related to regulatory federal and state requirements. Serve as resource for management and staff on regulatory matters and compliance related initiatives, including project management efforts.
  • Maintain an advanced awareness of regulatory and legislative developments and industry trends; review and suggest policy and procedural changes to management; assist with and coordinate the implementation of change.
  • Lead the annual review of OCCU’s privacy policy, distribution, and record retention. This includes analysis of compliance with international and state privacy policy requirements (ex. California’s CCPA and GDPR).

In BSA/AML

  • Manage, develop, implement, administer, and monitor all aspects of OCCU’s BSA/AML Program and serve as the BSA Officer.
  • Maintain an effective CDD/EDD risk rating and monitoring program to include initial and ongoing assessments and review and analyze unusual account activity.
  • Ensure BSA/AML reporting, such as SAR, CTR, OFAC, FinCEN 314(a), and reporting by BSA Analysts are performed accurately, timely, and in a compliant manner.
  • Perform quality control reviews and monitoring in BSA/AML, USA PATRIOT ACT, OFAC, and CIP compliance with established policies and procedures.
  • Prepare monthly reports on SAR activity for the Supervisory Committee.
  • Manage regulatory change management in BSA/AML, OFAC, CIP, CDD/EDD, and other related laws and regulations.
  • Act as business owner in the Vendor Management program for BSA/AML related systems.
  • Review and make recommended updates to training materials utilized for required annual and ongoing training for all employees. May conduct additional training for employees to ensure understanding and compliance with the BSA/AML laws and regulations.
  • Maintain the BSA/AML and OFAC risk assessments at least annually with consideration to products, services, members, and geographies that may present BSA/AML and OFAC related risks.

To thrive in this role, you must have:

  • Minimum five years of demonstrated banking compliance and BSA/AML experience in a management/leadership role.
  • Demonstrated advanced knowledge of federal and state regulatory compliance pertaining to deposit, lending, commercial, small business, BSA/AML, USA PATRIOT ACT, and OFAC.
  • Demonstrated experience in implementing and managing financial institution compliance and BSA/AML functions.
  • Demonstrated advanced ability to read, analyze, interpret federal/state and prudential regulatory agencies (i.e., CFPB, OCC, FDIC, NCUA, FRB, FinCEN) rules, regulations, interpretive letters, and other regulatory communications and respond to common inquiries from regulatory agencies, courts, and outside consultants.
  • Demonstrated skills in leadership, management, team building, problem-solving, and effective oral and written business communication. Demonstrated ability to write effective policies, procedures, memos, and reports.
  • Proven ability to partner effectively across all business units and develop positive working relationships.

Ideal candidates will have CRCM and Certified Anti-Money Laundering Specialist (CAMS) certification
