Position Description

Definition
Incumbents assess the religious and counseling needs of the inmate population; develop and implement programs and activities based upon requirements; establish program and services policies, standards, and procedures in conjunction with Detention Services Division commissioned staff; supervise, coordinate, prepare and perform religious and counseling services addressing the needs of correctional inmates; recruit volunteers of various faiths in support of program service needs; interview, select, and train religious services volunteers; may conduct either denominational or non-denominational services; ensure that access to religious services is provided for all correctional inmates; perform personal visitations of, and interviews with, inmates; counsel inmates and their families on religious and non-religious matters and community support; network with community agencies in areas of housing needs, mental and drug treatments, funeral services, clothing needs, etc. to assist inmates soon to be released; assess dietary and religious-based requests of inmates and relay such requests to appropriate correctional staff; respond to crisis, suicide, and emergency situations involving inmates to assist correctional staff; compose and write reports; and exemplifies the Department Values, both on and off duty.

Distinguishing Characteristics
This position is appointed by the Sheriff and is not subject to the competitive requirements of the Civil Service Rules of the Las Vegas Metropolitan Police Department.

Minimum Qualifications/Position-Specific Conditions

Best Candidates Will Have

  • Three years or more of experience in the field of religious coordinating, social services, or counseling, preferably in an environment where various faith groups and/or viewpoints are represented.
  • Equivalent to a bachelor’s degree from an accredited college or university in Theology, Divinity, Psychology, Counseling, Social Work or a combination of education and experience.
  • Knowledge of principles and practices of religious services management, including counseling and crisis intervention, in a correctional environment.
  • Knowledge of laws, regulations, policies, and procedures applicable to religious services within a correctional facility.
  • Knowledge of the Religious Freedom and Restoration Act of 1993.
  • Knowledge of religious beliefs and practices of various faiths.
  • Ability to communicate effectively, both in oral and written forms.
  • Ability to enlist and maintain support and cooperation from the religious community, and maintain effective working relationships with faith-based organizations, criminal justice agencies, and other community services.
  • Ability to recruit, organize, evaluate, and direct volunteers.
  • Possession of, or the ability to obtain, a Nevada driver license.
Conditions of Employment
In addition to the General Conditions of Employment, found here, the following specific conditions of employment and physical conditions apply to this position.
  • Personal Appearance: While on duty, and/or representing the Department, uniformed or otherwise, all Department employees will be neat and clean in their appearance in public. Employees are prohibited from attaching, affixing, or displaying objects, articles or jewelry on or through the nose, tongue, eyebrow or other exposed body part, except the ears for females, while on duty. Employees are prohibited from stretching or "gauging" their earlobes. All jewelry implants will not be exposed or visible while on duty. Tattoos or branding will not be exposed or visible while on duty and/or representing the Department. Such markings must be covered by clothing. Markings that cannot be covered by clothing will be covered using makeup, neutral-toned bandages, or patches. Tattoos or branding anywhere on the body that promote racism/discrimination, indecency, extremist or supremacist philosophies, lawlessness, violence, or contain sexually explicit material are prohibited.
  • Be a citizen/naturalized citizen or permanent resident alien without conditions on status of the United States of America by the closing date on the job announcement.
  • Be at least 18 years old by the closing date on the job announcement.
  • All Detention Services Division (DSD) employees will be required to complete a tuberculosis test. New employees and LVMPD employees transferring to DSD are required to, within 14 days of being hired or transferred, undergo an annual tuberculosis testing/screening, per NRS.
  • Confined office and correctional spaces; possible exposure to communicable diseases and typical hygiene issues common to a correctional environment; possible risk of personal safety when interacting closely with correctional inmates.

If you successfully complete the above selection process, you will undergo a thorough background investigation, including a polygraph exam. A polygraph examination can be stressful and may affect existing medical or psychological conditions or ongoing treatment. Candidates are encouraged to consult with their personal physicians to discuss whether the polygraph will affect a condition or treatment and then follow the guidance of their medical professional.

The background investigation takes approximately 90 to 120 days to complete. You must also meet the LVMPD Hiring Standards. LVMPD employees participate in the Department’s random drug screening process.
