What you will be doing:
EMPLOYEE RELATIONS
- Provide guidance and advice to department administrators on staff employment issues; guide and support administrators in resolving conflicts with employees and taking corrective action; guides administrators through employment-related processes such as FMLA, Layoffs, work rules, etc.
- Work closely with supervisors and managers, including faculty, the Department HR Reps and Chiefs to ensure proper HR procedures are being practiced
- Support Department Leaders, Chairs and managers’ initiatives to effect change
- Provide HR oversight to departments engaged in large scale reorganization and/or transition
- Along with Labor Relations, assist departments through the grievance process and other union-related matters, including work stoppages and department transitions
- Effectively collaborate with employee representatives/legal counsel to resolve employee concerns
- Assist staff members in resolving various employment-related concerns
- Investigate a wide range of employee complaints; interview witnesses, review policies/records, provide recommendations for action
- Conduct independent investigations or assist in conducting investigations regarding patient complaints, sexual harassment, whistleblower allegations, retaliation, etc.
- Facilitate Skelly meetings; provide guidance to Skelly officers and review written responses
- Negotiate settlement and separation agreements for employees
- Develop creative solutions for assisting employees with transition, typically involving settlement agreements
LABOR RELATIONS
- Administer policies and contracts across the organization
- Consult with active participants in local and system-wide UC bargaining negotiations.
- Assist in providing advocacy at adjudication events and potentially serve as a witness (i.e., unfair labor practice hearings, grievance meetings, arbitrations, labor/management meetings, settlement conferences, and mediations).
- Draft correspondence for leaders in response to grievances, complaints, and investigations
- Assist in developing action plans for departmental reorganizations
- Identify thematic employee relations issues across departments and develop protocols to address collective employee concerns
- Provide guidance regarding employee and labor relations issues
- Provide guidance to department and unit administrators, managers, and staff members on contract and policy interpretation and implementation. Effectively communicate policy and contract changes and updates.
- Promote consistent application of policies and contracts across UCLA Health
- Assist in the development of new HR-related policies as needed
- Review policies & proposals re: layoffs, FMLA & near relatives to ensure appropriate and timely actions
- Create policy, protocol, and guidance documents to ensure compliance with policies, contracts, laws, agency requirements
- Coordinate with risk management to ensure appropriate and timely actions
- Collaborate with local and system-wide counsel regarding litigated and non-litigated employee matters; assist internal and external counsel in managing lawsuits
- Assist in creating HR process protocols as needed (i.e., HIPAA; ineligible for re-hire; TAT)
Minimum qualifications:
- Bachelor’s degree in a related area and/or equivalent experience/training.
- 7+ years of progressive experience in employment-related matters.
- Knowledge of public sector laws/requirements; healthcare industry, higher education preferred; experience in a union environment preferred.
- Skill in writing concise, clear, relevant, and persuasive documents, including correspondence, case analyses, investigative reports, and settlement agreements.
- Demonstrated presentation skills, i.e., grievance meetings, trainings, and panels.
- Knowledge of employment laws, including FMLA/CFRA, Reasonable Accommodation, VAWA/CANRA, HIPAA, HEERA, FLSA/wage-hour laws, contract interpretation, and EEOC/DFEH/DOJ requirements.
- Experience in conducting investigations of harassment allegations, including sexual harassment, hostile work environment, discrimination, HIPAA, and workplace behavior.
- Ability to analyze and draft proposals for negotiations, settlements, and other employment agreements
- Ability to build relationships and work collaboratively with other UCLA offices (Title IX Office, Office of Legal Affairs, Office of Compliance Services, Insurance and Risk Management, etc.) and with the UC Office of the President and other UC campuses.
- MS Office Suite proficiency (MS Word, Outlook, PowerPoint, etc.).
What’s in it for you:
UCLA Health offers a comprehensive compensation and benefit package. The anticipated annual base salary range for this position is $150,000.00 - $160,000.00.
