The Research and Forecasting supervisor support the Employment Security Department’s (ESD) mission by serving as the subject matter expert and main resource to management and leadership to provide meaningful information and analysis of Unemployment Insurance (UI) claimant & benefits, adjudicator, employer, and tax & wage systems to inform and drive strategic decisions and products that serve as an indicator of impact to our state’s labor markets and the economy.

This position supervises the Unemployment Insurance Research and Forecasting (UIR&F) team within the Data Architecture, Transformation & Analytics (DATA) Division. This position leads a team responsible for meeting the majority the state’s mandated Unemployment Insurance Reporting and Data Validation requirements as outlined by the Employment & Training Administration (ETA) which resides within the United States Department of Labor (USDOL). This position serves as the lead UI resource in the development and execution of proactive, strategic, and operational processes for monitoring and measuring outcomes of the statewide UI systems, including but not limited to data validation, and formulating recommendations based on research and analyses of UI processes and systems compliance and accuracy. This role, in coordination with Quality Assurance and Policy, interprets UI policy and regulations, proposed legislation, and develops and recommends processes for implementation. This position supports the agency’s strategic plan regarding equity, diversity and inclusion practices within the work performed by the team and through team supervisory practices.

Duties

  • Oversee and manage Unemployment Insurance Reporting and Data Validation requirements, and related activities and analysis under the guidance provided the ETA.
  • Supervise, mentor and coach unit staff; direct the program development, planning, coordination, implementation, monitoring, and evaluation activities of the process review team; manage projects.
  • Serve as consultant to leadership regarding data analysis in areas of UIRR and Data Validation, general UI claims and benefit data, and tax and wage systems.
  • Contribute to reports and data requests as the divisional Subject Matter Expert (SME) in UI reporting.
  • Manage USDOL Report and Data Server (referred to as “The Sun Server”) applications and administration.

Qualifications

Eight years of relevant experience

OR

A bachelor's degree in computer science, business administration, public administration, economics, or a related field. AND Four years of demonstrated experience in two (2) or more of the following areas, including one year of supervisory experience.

Additional graduate training in computer science, business administration, public administration, or economics may be substituted, year for year, for experience.
