The College of Agriculture Administration is seeking a Research Program Administrator. This is a full-time (1.00 FTE), 12-month, professional faculty position.
This position located in Corvallis, Oregon, serves as a primary point of contact and technical resource within the College of Agricultural Sciences (CAS) and the Oregon Agricultural Experiment Station (AES) for those seeking to develop and submit large, complex multi-investigator, multidisciplinary proposals for external funding opportunities. The position is based on the Corvallis campus with a remote work option available.
The Administrator coordinates and manages the grant process, and is expected to be aware of CAS research programs and to contribute to CAS’s capacity to be competitive in obtaining external grants. The Administrator maintains an in-depth knowledge of university and granting agency requirements and of proposal and award processes and issues. This position confers with grant and contract administrators and external funding agencies to clarify rules and guidelines and explain as necessary.

60% Grant Proposal Development and Review
Works with Financial Strategic Services – College of Agricultural Sciences (FSS-CAS), the Office of Sponsored Programs (OSP) and other Research Office units, and the Office of Post Award Administration (OPAA) staff and others to maintain up-to-date information on proposal and award processes and related information.
Fosters and facilitates sponsored program development and submission of complex, multidisciplinary, multi-institutional grant proposals in CAS and AES:
- Reviews requests for proposals (RFPs) of interest to a principal investigator (PI); consults with a PI on a planned research program to meet the RFP; interprets sponsor guidelines, regulations, and policies related to proposal development, including letters of assurance and compliance.
- Confers with grant and contract offices and funding agencies to clarify rules and guidelines and explain as necessary to CAS administrators, faculty, staff, and graduate students.
- Assists a PI in the development of project teams from within or outside OSU.
- Acts as a liaison between PIs and a pool of grant writers and editors; facilitates editing and reviewing of proposals for scientific legibility, appropriate formats, and compliance with agency guidelines.
- Assists a PI with subaward development as well as negotiations with external institutions, including the development of memorandum of agreement (MOAs), material transfer agreements (MTAs), etc.
- Provides review of content in letters of support that may be required; provides advice on and review of documents routinely submitted to the various proposal submission systems; reviews cover sheets and transmittal forms and other forms as required by OSP.
- Reviews budget and budget narrative for planned expenses that might be questioned as appropriate or allowable by OPAA or the funding agency; ensures use of correct indirect cost rates and application to appropriate budget categories.
- Facilitates resolution of questions that arise during the proposal review stage.
- Acts as liaison between PIs and FSS-CAS or OSP concerning accurate development of project proposal budgets, including the estimation of costs for labor, supplies, travel, equipment, subcontracts, and other direct expenses, including those in the OSU fee book.
- Prepares budget worksheets to comply with agency guidelines and formats and creation of budget narratives that accurately reflect the proposed budget; and, when other institutions and collaborators are required, that the PI properly develops and includes subaward and contractor budgets and narratives in the proposal application packet.
- Negotiates contracts (upon request).
- Coordinates with units to maintain faculty supporting documentation, to obtain required signatures when needed, and to sign submission approvals in the absence of the deans and directors. Monitors delivery of proposal packages to OSP.
30% Sponsored Research Program Management, Funding Opportunity Identification and Dissemination
- Provides administrative oversight of CAS grant preparation and submission process; assesses and catalogues CAS’s research capacity; monitors and communicates status of awarded projects and research program trends; and provides recommendations to the deans and directors if changes or additional resources are needed.
- Communicates changes in agency and OSU policy and process to staff and faculty; identifies regular grant submission process problems; and works collaboratively with involved entities (internal and external) to negotiate systems solutions.
- Researches and identifies potential sources of external funding, matches opportunities to appropriate PIs, and forwards specifics about current or upcoming opportunities.
- Establishes and maintains cordial relationships with external funding entities to facilitate resolution of questions.
- To the extent possible, assists new or young investigators to become more competitive.
- Coordinates with OSP to create and deliver workshops and other resources to faculty, graduate students and staff regarding processes for the input and upload of relevant information and documents into electronic proposal systems used by agencies or foundations. Orchestrates training by experts within or outside CAS or OSU. Researches or creates proposal development tools (such as budget worksheets, handbooks or training manuals) delivered in print or online, to assist faculty, staff and students.
10% Supervision
- Provides leadership, supervision, and direction for grant writers and editors, graduate students and student workers, including interviewing, hiring, assigning, and reviewing work, along with hiring and retention decisions.
- ,Bachelor’s degree in Agricultural Sciences, Life Sciences, Conservation Sciences, Research Administration, or related field.
- Minimum of 3 years of professional work experience in a university, nonprofit, or governmental setting, dealing with sponsored programs activities or proposal development and preparation.
- Exceptional verbal and written communication and interpersonal skills; ability to work in a team environment and collaborate effectively.
- Ability to communicate complex ideas clearly to a wide variety of audiences.
- Must demonstrate an ability to work collaboratively with faculty using a variety of platforms to develop and edit large, complex proposals and budgets.
- Must be highly self-motivated, with strong organizational skills, and able to work in an environment with limited supervision while under tight deadlines and to implement creative solutions to unique problems.
- Experience providing administrative oversight over budget management and award processes.
- Demonstrated ability to synthesize information, perform analyses, and make recommendations which improve and streamline processes and policy which have impacts on the College and departmental activities.

Preferred (Special) Qualifications
- Master’s degree in Agricultural Sciences, Life Sciences, Conservation Sciences, Research Administration, or related field.
- Research administration experience.
- Experience in preparing proposals for federal funding agencies such as NSF and NIH, and using online submission systems such as Grants.gov and Research.gov.
- Track record in building teams among disparate stakeholders.
