Primary Purpose
The Ready For Operations (RFO) Manager for Port Arthur LNG (PALNG) is responsible for the execution and control of the RFO plan in coordination with the overall project plan. This position will work closely with management and report to the Director of Operations. Manages RFO activities to facilitate safe and timely start-up. Oversees a team of professionals through team leads. Prepares and executes RFO plan and leads the RFO process with all disciplines participating in operations and support functions of the Operating Company. Leads various processes to ensure the timely completion of the RFO plan. Coordinates and expedites work while monitoring compliance to ensure project meets regulatory requirements, industry standards, specifications and fall within the scope of work.

Duties and Responsibilities
- Plans and follows up all activities that will grant organizational capability and will provide readiness for company operations.
- Directs day-to-day decisions within RFO plan and ensure completion of activities.
- Controls and maintains project RFO plan execution. Ensures that work being performed is within scope of services and within budget.
- Oversees the coordination of multiple projects within the RFO plan.
- Monitors activities with functional leads, which may include review of plant operability preparation and readiness for pre-commissioning, commissioning, and startup activities.
- Monitors and provides recommendation to departmental leads on policies, procedures, plans and programs required at substantial completion.
- Ensures the development of an Operating Plan which describes the plans, systems, processes and procedures to manage Enterprise-Wide Operations.
- Manages in coordination with functional leads as necessary to ensure completeness of new policies, procedures, manuals and enterprise systems or modifications of legacy management systems and ensure integration among systems to meet business requirements.
- Coordinates with functional leads, Owner E&C, and EPC Contractor teams to ensure RFO requirements are incorporated into project activities.
- Coordinates RFO plan peer review during the execution of the plan, early during the initiation of work and close to the end of the work.
- Highlights any RFO plan potential issues/concerns for early resolution.
- Observes all regulatory codes, corporate values, (safety and health, environmental, quality and business continuity) plans and procedures.
- Performs other duties as assigned (no more than 5% of duties).
- Bachelor's degree in Engineering (preferred) or related field required.
- 8 years of related experience required.
- 5 years of project management experience, specifically on large projects required.
- Prior experience starting up an LNG plant or related Oil and Gas large scale projects applying RFO plan required.
- Prior experience in Process Systems pre-commissioning, commissioning and startup of LNG systems/facilities required.
- Experience in Operational readiness preferred.
- Extensive technical knowledge of the process, startup and plant operations of an LNG facility.
- Experience related to large scale LNG projects, or related Oil and Gas large scale projects.
- Knowledge of engineering systems and calculations, applications of both engineering and startup methods, and knowledge of application of computers to engineering problems.
- Extensive knowledge of management and administrative practices including cost and scheduling, including knowledge of Business Software and Integration to ensure smooth functionality in a common platform.
- Extensive knowledge of precedents in the startup and operations areas and a broad knowledge of principles and practices of related areas.
- Good knowledge of industry and regulatory standards and criteria pertinent to startup, maintenance, operations, or testing.
- Project Management professional preferred.
- Must be able to climb stairs and ladders that ranges from 4 ft to 200 ft. Must be able to sit at a desk and operate a computer for extended periods of time.
- Must be able to wear safety equipment needed to perform work such as PPE, safety harness, etc.
