GENERAL STATEMENT OF JOB
Under general supervision, performs electronic and related technical and computer work in the Supervisory Control and Data Acquisition (SCADA) system located at the Water Treatment Facility, as well as remote stations located throughout the water, wastewater and stormwater systems. Repairs, calibrates and maintains a variety of electrical and electronic monitoring and automated process control equipment at the City’s Water Treatment Facility and the water and wastewater systems. Troubleshoots, programs and makes repairs and adjustments to the SCADA system. Reports to the Water Plant Superintendent or designee.

Specific Duties and Responsibilities
ESSENTIAL JOB FUNCTIONS

Under direction from the Water Plant Superintendent, manages, monitors and maintains the SCADA system, including instrumentation, electronic components, telemetry equipment, radios, sensors and interfaces with all equipment monitored by the SCADA and telemetry systems.

  • Programs, makes adjustments to and modifies SCADA and related system software.
  • Assists in the coordination, development, and implementation of the SCADA network relational database, and reporting systems, including internet web page authoring and related SCADA web server applications.
  • Installs, troubleshoots, maintains, repairs and programs data acquisition, telemetry, automation, computer and programmable logic-process control equipment.
  • Provides professional, technical and analytical support for the growing City-wide Supervisory Control and Data Acquisition (SCADA) network.
  • Administers and provides technical and programming support for all water, wastewater and stormwater automation control system implementations, which operate or interface with a PLC/HMI computer controlled networked environment.
  • Provides primary support for SCADA network operations.
  • Monitors working condition of electrical and electronic equipment within City water plant. provides primary support for diagnosing defects in, maintaining and repairing all electronic equipment used in the operation of the water plant.
  • Maintains, diagnoses defects in and repairs variable frequency drives, motor controls, and automated process control equipment.
  • Makes modifications to automated control instructions and strategies and automated report generation formats as necessary.
  • Calibrates, diagnoses defects in and repairs electronic sensors, monitoring equipment and data acquisition systems.
  • Provides primary support between Public Services personnel, Information Technology (IT) Department staff, other City Staff, outside engineers, consultants, vendors, technical and service support representatives.
  • Performs routine tasks such as equipment inventory, cleaning equipment and work areas, ordering supplies, safety awareness training and the training on proper use and care of all plant and wastewater equipment
  • Replaces a variety of electronic circuit boards.
  • Maintains physical and computerized inventory of required equipment and supplies; assists and/or prepares purchase requisitions for approval.
  • Performs computer programming, data base entry, software design, computer-aided design and other graphical system work as required. Trains employees on telemetry re-programming and retrieving station software.
  • Acts as liaison between SCADA network users and various City departments, developing techniques for fulfilling user needs on the network.
  • Reviews and participates in the engineering, design and preparation of bid specifications for new equipment and system installations.
  • Provides technical support and assistance to other divisions as required. Exercises care and safety in the use of equipment and tools.
  • Keeps accurate and up-to-date records of assigned work and related information.
  • Trains personnel on emergency equipment and procedures.
  • Responds to after-hours emergency calls and emergency conditions.
  • Receives, reviews, prepares and/or submits various records and reports including blueprints, specifications, electrical diagrams, schematics, purchase requisitions, monthly reports, repair reports, work orders, correspondence, budgetary requirements, etc.
  • Operates and maintains a variety of equipment such as telemetry equipment, logic controllers, frequency drives, monitoring equipment, computers, diagnostic equipment, meters, generators, calibration equipment, hand tools, telephone, etc.
  • Interacts and communicates with various groups and individuals such as other City employees, sales representatives, engineers, contractors, power and light company representatives, telephone company representatives, and the public.

ADDITIONAL JOB FUNCTIONS

  • Knowledge of the principles, theory, practices, materials, tools and equipment of the industrial electrical trade.
  • Knowledge of the general principles of the telemetry equipment, water treatment equipment and instrumentation.
  • Ability to read and interpret specifications, blueprints, diagrams, schematics and equipment manuals.
  • Ability to troubleshoot Allen Bradley and Modicon PLC ladder logic.
  • Knowledge of computer programming utilizing Visual Basic.
  • Configure, build and modify HMI and SCADA software applications such as GE iFIX and VTSCADA.

Minimum Training and Experience

Requires Associate's Degree in, Computer Engineering, Industrial Engineering, Electrical Engineering or related field, and three (3) years of experience in the electrical/ electronic trade, or an equivalent combination of training and experience that provides the required knowledge, skills and abilities. Must have knowledge of electronic systems, SCADA system operation and maintenance, telemetry systems and computer systems. Additional years of experience working on SCADA systems may be exchanged for education on a year-for-year basis. Bachelor’s Degree preferred.

Pay: $53,180.00 - $66,050.00 per year
