Position Objective
This position supervises all 24x7 operations of Metro-North’s regional Security Command Center (SCC), assists with the operation, administration, and maintenance of all electronic security systems company-wide, develops procedures and training materials, and represents the Security Department during emergencies and incidents. This position will coordinate all SCC communications with MNR Security staff, internal operational departments, other MTA agency command centers, MTAPD and other external security and law enforcement agencies. This position manages the contracted Watch Officers operations at the SCC.
Responsibilities
Daily supervision and operational management of SCC staff and operations.
Duties include ensuring all posts are properly covered for this 24x7 operation, ensuring all SCC Watch Officers are properly trained and equipped, and ensuring all system alarms and events are properly acknowledged or escalated.
Ensure all SCC components are working as intended, and generate system performance and maintenance status reports.
Track operational and maintenance performance and provide update and presentations to management.
Prepare weekly, monthly and annual system “dashboard” reports as directed.
Develop and maintain SCC policies, procedures, business rules, bulletins, notifications and Concept of Operations documents.
Assist in the development and generation of routine and special reports, SCC training manuals and materials, and participate in demonstrations and presentations.
Assist in the management of electronic security incident reporting program.
Evaluate security access level assignments based on access requests, develop and refine event thresholds and incident parameters, add and update database information, develop and refine business rules, monitor and maintain records and generate production and exception reports to identify incident trends and patterns.
Assist with other system administration tasks as required.
Act as primary operational liaison to the contract staffing vendor on all administrative issues (i.e. personnel, scheduling, training, performance, etc.).
Ensure staffing contractor and MNR both operate within the contract specifications. Ensure staffing and operating needs are met, all invoices are correct, track all invoice payments and develop budget forecasts.
Perform regular audits on contractor performance, records and billing.
Support the Assistant Chief Security Officer – Video Management with management, searching, and downloading of MNR video assets available at the SCC. Responsible for fulfilling of SCC video requests, maintenance of all video logs and records, and maintaining accurate inventory and status of all video and technology assets. Review video request inputs, develop and track video retrieval assignments.
Serve as an on-call member of Security Department management team on a rotating off hours/weekend/holiday schedule.
Ensure access to security services and systems for EMTF and others in Situation Room(s) and Control Centers during emergency events, etc.
Ensure the White Plains Emergency Situation Room is opened and properly equipped when required, and represent MNR Security Department in person during drills, exercises, emergencies or incidents.
Represent MNR Security at meetings with internal departments, MTA and other agencies, law enforcement agencies and outside groups.
Required Qualifications
Familiarity with electronic access control, intrusion detection and video security systems. Broad background in technology used in security and/or communication systems.
Strong leadership and decision-making ability.
Excellent verbal, written communication and interpersonal skills.
Ability to interact productively with internal/external customers.
Ability to handle multiple assignments with fluctuating priorities.
Ability to maintain confidentiality of sensitive information.
Expert knowledge of MS Office (Word, Excel, Access) and/or comparable software applications for report preparation.
Must be available 24/7 as required, including rotating shifts and weekend and holiday coverage.
Knowledge of standard security policies and procedures.
Geographical familiarity with New York metropolitan region.
Must have a valid driver’s license.
Preferred Qualifications
Familiarity with Metro-North Railroad operations, policies and procedures.
Familiarity with National Incident management System (NIMS).
Familiarity with emergency (Police/Fire/EMS/911) or central station dispatching.
Familiarity with: LENEL OnGuard, Genetec or similar video management systems
Prior experience managing 24x7 security command center, fusion center, etc.
Required Education and Experience
Bachelor’s Degree in Security Management, Criminal Justice, or related field. Demonstrated equivalent experience,
education, and/or technical credentials to include two (4) additional years of experience may be considered in lieu
of degree.
Minimum of five (5) years of progressively more complex management experience in a security operations
environment working for a public and/or governmental organization.
Minimum of three (3) years of experience managing professionals and/or contracted personnel in a multi-site
Operation.
Preferred Education and Experience
Bachelor’s Degree in Security or IT Related Field
Certified Protection Professional (CPP)
NIMS Certifications; IS700 & IS100
Other Information
This is a safety sensitive position and subject to toxicology testing.
As an employee of Metro-North Railroad you may be required to complete a New York State financial disclosure statement, if you earn more than $105,472.00 or if you hold a position designated as a policy maker.
Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
