About the Office:

The Mayor’s Office of Criminal Justice (MOCJ) advises the Mayor and Deputy Mayor for Public Safety on criminal justice policy and is the mayor’s representative to the courts, district attorneys, defenders, and state criminal justice agencies, among others. The office designs, deploys and evaluates citywide strategies to drive down crime, reduce unnecessary arrests and incarceration, and improve the system’s fairness. MOCJ works with law enforcement and city agencies, non-profits, foundations, and others to implement data-driven strategies that address current crime conditions, prevent offending, and build the strong neighborhoods that ensure enduring safety.

About the Role:

MOCJ seeks a highly motivated, detail-oriented Senior Program Manager with excellent communication and analytical skills. Under the supervision of the Executive Director of Diversion and Reentry Initiatives, the Senior Program Manager develops, implements, and oversees a diverse portfolio of reentry programs aimed at providing necessary supports to prevent future involvement in the criminal justice system post-release from jail or prison. The Senior Program Manager’s portfolio includes, but is not limited to, the Community Justice Reentry Network, higher education access, and restorative justice programs.

The Senior Program Manager’s responsibilities include, but are not limited to:

  • Overseeing the City’s Community Justice Reentry Network, including the continuous management of and coordination among the 10+ contracted non-profit provider organizations, court parties, and other city agencies to ensure smooth operation of the programs;
  • Assisting in the development and implementation of a new restorative justice initiative, including working with experts to build program according to best practices and research, developing solicitation materials and coordinating with partners on implementation;
  • Managing partnerships with institutions of higher education that provide access to higher education for formerly incarcerated individuals and training to work in the human services field;
  • Operationalizing a partnership with a referral management technology platform to streamline referrals among social service provider organizations throughout NYC;
  • Cultivating and maintaining excellent relationships with stakeholders from City and State government agencies, non-profit organizations, prosecutors, defense attorneys, judges, and directly impacted individuals and communities;
  • Facilitating meetings with diverse stakeholders to continually improve and enhance programs;
  • Developing quantitative and qualitative performance metrics for effective program oversight, quality assurance, policy decisions, and internal and external communications;
  • Creating learning communities of non-profit service providers to foster increased cooperation and coordination;
  • Partnering with MOCJ Research to develop quantitative and qualitative data reporting templates to track program outcomes;
  • Implementing data practices with contracted service provider organizations including reviewing program data on an ongoing basis and reporting on progress and outcomes;
  • Working closely with MOCJ staff on the Research, Contracts, Fiscal, Legal, and Communications teams.

Qualifications:

  • A BA in relevant field required with a Master’s Degree preferred, plus minimum four years (or minimum 3 years with city government or 2 with MOCJ) of full-time professional experience in criminal justice, social services, or a related field;
  • Experience working in reentry programs strongly preferred.
  • A thorough knowledge of the criminal justice system in in New York City including its operations and actors.
  • Demonstrated operational leadership and success designing and implementing innovative criminal justice programs.
  • Demonstrated project management and problem-solving skills, with ability to design and implement large-scale, long-term strategic plans.
  • Ability to provide thought leadership on areas of emerging concern, informed by knowledge of the day-to-day operations of criminal justice processes and the criminal justice system in New York City.
  • Proven ability to establish and maintain effective working relationships.
  • Excellent organizational, time-management, and multi-tasking skills, including the ability to take initiative, problem solve, prioritize, work independently and as part of a team in a fast-paced environment;
  • Ability to pay close attention to detail, meet deadlines, work well under pressure, and use good judgment; and
  • Robust oral and written communication skills, including the ability to synthesize information quickly and frame policy issues and data in a clear and accessible way.

Salary Range:

$85,000 - $95,000
