The class the incumbent will begin in will be based off the qualifications and experience of the incumbent.
Salary Ranges are as follows:
Medical Assistance Program Specialist 1 - $4,324 - $5,813 Monthly
Medical Assistance Program Specialist 2 - $4,777 - $6,419 Monthly

About the division:
The Mission of
Medicaid Program Division (MPD) in the Health Care Authority (HCA) is to provide high quality health care through innovative health policies and purchasing strategies which assist in the purchase and delivery of health care services to qualified Washington citizens. MPD staff work across the agency and between agencies (Department of Health, Department of Social and Health Services, etc.) and in partnership with health care providers and community stakeholders to develop and manage high-quality, evidence-based, health care programs and purchasing of services that enhance clients’ ability to access appropriate, quality health care. MPD is responsible for the implementation and oversight of Washington Apple Health managed care programs serving over 2.1 million Washington residents in all 39 counties.
About the position:
Through contracts with other state agencies, local government agencies, and tribal governments, this Medical Assistance Program Specialist 2 (MAPS2) provides support to the state-wide Subject Matter Experts who oversee the contracts that provide federal reimbursement for specific administrative activities that support the Medicaid State Plan. The programs and contracts focus on connecting individuals who are already or might become enrolled with needed health care services, as well as innovative strategies to support value-based purchasing and improve access to Medicaid covered services for targeted populations. This position is assigned to the Innovative and Strategic Federal Reimbursement (ISFR) unit and is responsible for the providing support for the ongoing development, planning, and oversight of the statewide School District and Tribal Medicaid Administrative Claiming (MAC) programs, and support for other innovative and strategic federal reimbursement contracts including comprehensive program design and development, policy promulgation, contract and Cost Allocation Plan (CAP) development and implementation; program and contract monitoring, developing and maintaining program guidance, manuals and training materials, developing and conducting program training and presentations, claims processing, and providing technical assistance to contractors and stakeholders.
This position is eligible to telework but is occasionally required to report on-site to meet business needs. Occasional travel throughout the state, both day and overnight, is required.
The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.
Duties
Some of what you will do:
- Support the statewide subject matter expert for HCA’s School District and Tribal MAC programs by participating in program administration and oversight, program development and management, contract development and monitoring, and invoice/claims review and payment. Manage daily tasks of the programs as assigned, to include but not be limited to; time study review and assessment, claiming review and payment, providing technical assistance, assisting with, or conducting training and presentations, and making recommendations for program and process changes.
- Provide support to the subject matter experts for other programs and contracts administered within the ISFR unit. Assist the program and contract managers by participating in program administration and oversight, program development and management, contract development and monitoring, and invoice/claims review and payment. Manage daily tasks of the unit as assigned and use critical thinking and professional judgement to make recommendations for program and process changes.
- Perform as the HCA time study coordinator. Manage and oversee the daily operations of the time studies, coordinate beginning and end of quarter activities, and assist in monitoring and data analysis activities.
Qualifications
Required qualifications:
To qualify at the MAPS 1 level:
- A master's degree with a major study in public health, public administration, business administration, social work, or a closely related field AND one (1) year of consultative or supervisory experience in health services, social services, or Medicaid programs.
To qualify at the MAPS 2 level:
- A master’s degree with a major study in public health, public administration, social work, or a closely related field AND two (2) years of supervisory or consultative experience in health services, social services or Medicaid programs.
OR
- One (1) year as a Medical Assistance Program Specialist 1.
Additional qualifying experience may substitute year for year, for required education.
Preferred qualifications:
- Work independently with limited supervision, utilizing available tools and resources to complete work assignments accurately and on time.
- Communicate and work effectively with a broad range of stakeholders with input and influence on program design and policy, including HCA and other state agencies, local government, federal government, non-profit and advocacy groups, contractors and other entities
- Oversee and manage multiple, diverse assignments, track progress and achieve deadlines.
- Develop program materials that are accurate, clear, concise, and comply with the agency’s communication and style guide standards.
- Complete analysis and make recommendations, including formal written reports and presentations, and informal program improvements.
- Envision and develop program improvements, implement improvements and monitor for effectiveness.
