Oversees the design and implementation of the Academic Office Library and Media Services vision and strategy. Supervises and coordinates work of staff assigned with implementation of district initiatives in the area's library media. Provide leadership regarding the planning, development, implementation, and evaluation of the school library media program to support teaching and learning of 21st century skills.

Essential Functions
  • Coordinates and consults with relevant district offices to provide comprehensive supports in the areas of library and media services for students and school staff.
  • Develops and delivers ongoing professional development around best practices in teaching and learning leveraging libraries and media spaces for district staff, school leaders, and teachers.
  • Uses data to strategically support the needs of school leaders and teachers.
  • Develops and provides appropriate guidance for school leaders on current best practices in library and media integration and ensures guidance meets COMAR standards and requirements.
  • Conducts observations of library media specialists to evaluate curriculum implementation, student performance, and program effectiveness.
  • Provides leadership in setting district priorities and policies for educational and personnel issues as they relate to libraries.
  • Identifies and support private and public partnerships, inclusive of grant and foundation partners, to ensure students have access to high-quality library resources, both in print and digital formats.
  • Oversees the instructional materials evaluation and selection process in support of library and media services procurement.
  • Support school leaders in assessing how and when to refresh and replenish library resources and collections.
  • Ensures communication regarding all matters related to library and media.
  • Represents City Schools in state and national dialogues.
  • Provides appropriate supervision, mentoring, and professional growth and development opportunities to assigned staff.
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board policies and the professional standards.

Desired Qualifications
  • Master's degree in education or related field. Degree must be from an accredited college or institute.
  • Certifications required: At minimum certification as a Library or Media teacher is required, additional administrative certifications, such as an Administrative I certificate.
  • Three years of school-based library or media center teaching and/or leadership experience
  • Leadership or supervisory experience preferred
  • Considerable knowledge of school libraries, library resources (both print and digital) and COMAR regulations for Library and media programs and services.
  • Knowledge of local library resources.
  • Ability to generate and build effective and successful partnerships across multiple offices and organizations.
  • Understanding of the local political landscape in Baltimore City.
  • Interpersonal skills that ensure effective team building.
  • Excellent verbal and written communication skills, including the ability to make persuasive presentations to diverse audiences and community members and distil complex information for ease of communication.
  • Proficient in the knowledge and use of technical computer applications.
