JOB LOCATION - 518 Davidson Street, Watertown, NY
POSITION GRADE - 5
HOURLY RATE - $16
WORK HOURS - 30 hours per week
EMPLOYMENT STATUS- Regular Full-time Non-Exempt
Job Summary: The Parent Services Manager is responsible for providing, recording, and reporting on child
care referrals in the service area. The activities include, but are not limited to, extensive customer service,
data entry, providing information about quality indicators, and offering solutions for child care needs. The
Manager will provide support to parents, child care providers, and community partners, and contribute to
the JLCP vision of ensuring that the community has access to and support for high-quality child care.
- Provide child care referrals to families by phone, in-person, and on-site as needed.
- Demonstrate Department commitment to equity, diversity, and community engagement.
- Maintain and manage database (ESCCM) to ensure all data points are recorded.
- Assist providers with updates to their ESCCM profile, at least annually. Ensure that providers
- understand CCR&R role in enrollment.
- Follow-up with customers to determine if care was found and support additional needs.
- Assist with an annual needs assessment of child care supply, demand, and trends. Prepare
- and submit reports on referral, provider, and community statistics for state and local use as
- requested.
- Complete professional development activities and training as needed and requested by
- Director.
- Work with LE team to ensure timely enrollment of providers that meet family's needs.
- Complete support activities that ensure compliance with JLCP, CAPC, and contractual policies
- and procedures.
- Handles other duties as may be required or assigned
COMPUTER SKILLS: Basic personal computer skills that include the ability to send/receive e-mail
messages, post information to a database or spreadsheet, and perform basic word processing,
bookkeeping,
and/or data entry. Plus the ability to create spreadsheets, graphics, and reports using standard software
applications. Computer software includes Microsoft Word, Excel, PowerPoint, Adobe Acrobat, and ESCCM.
EQUIPMENT AND MACHINERY: Computer, printer, telephone, scanner, calculator, fax.
TRAVEL: Occasional travel during normal work hours, occasional weekend travel. Travel is local and
regional.
OTHER REQUIREMENTS: Daytime hours may vary/ Occasional evening and weekend travel. Continual
knowledge of and access to confidential client/agency information is required to perform their job.
MENTAL AND VISUAL DEMAND: Requires close mental and visual ability and attention to constantly to
analyze data and figures, manipulate, read and or perform work extensively on a computer, read
instrumentation and control machines or processes performing at a rapid pace requiring immediate
adjustment, plan or direct fairly complex work methods or operations and coordinate the work of others.
A SUBSTANTIAL AMOUNT OF THE ASSIGNED TASKS REQUIRE ENTERING, COMPARING, AND TRANSFERRING
DATA IN THE COMPUTER DATABASE.
ENVIRONMENTAL CONDITIONS: Office Environment. All work is performed inside where there is heat and
protection from weather conditions
REQUIRED EDUCATION: Associate Degree in early childhood education, human services or business
required. An equivalent combination of training and experience will be considered.
REQUIRED WORK EXPERIENCE: 1-3 years in an office setting or regulated daycare facility, including MS
Office applications and customer service.
CERTIFICATES OR LICENSING: Valid driver's license preferred.
SUPERVISORY RESPONSIBILITIES: None.
