Site Safety and Health Officer/Quality Control Manager
General Summary of the Position: The Site Safety and Health Officer (SSHO)/Quality Control Manager (QCM) will be assigned to Aberdeen Proving Ground (APG) in Maryland for an asbestos, lead and Other Regulated Materials (ORM) abatement and building demolition project involving 49 structures over APG-N and APG-S, overseeing subcontractors at up to six separate locations at one time. Responsibilities include creating and maintaining a site safety culture that involves all personnel, subcontractors, equipment, and the work environment, and enforcing the Army Corps of Engineers and APG PMO rules and regulations. Must have a minimum of five years of continuous experience as an SSHO/QC on large asbestos abatement, construction, and demolition type projects for USACE and an understanding of and ability to follow and comply with USACE EM 385-1-1, the KEMRON Accident Prevention Plan, Activity Hazard Analysis, OSHA 1910 and 1926 requirements, and all other applicable safety and quality control rules and regulations. Must have completed an OSHA 30-hr Construction Safety certificate and have the official OSHA card and CQM-c certification from the USACE. Must have CPR/First Aid Certification, 40-hr HAZWOPER and current 8-hr HAZWOPER refresher, 8-hr HAZWOPER supervisor, ability to wear all applicable PPE including respiratory protection, collect air samples for dusts, vapors and other contaminates, experience with fall protection, confined spaces (including PRCS), and excavation activities. This position requires the knowledge and experience to direct the overall site safety and quality control program on this KEMRON project. This position requires up to 100% on-site presence and travel for approximately 8-months project duration at APG.

Essential Functions:
- Responsible for all health and safety and quality control concerns on project site(s) at APG
- Follow, assist with updates, and maintain site Accident Prevention Plan (APP), Site Safety and Health Plan (SSHP), Activity Hazard Analysis (AHAs). Complete and submit QC and Safety Forms, paperwork, and daily reporting.
- Execution of site-specific APP, SSHP, and AHAs.
- Monitoring crew and subcontractor safety and quality in all aspects of the project and project site.
- Conducting daily and weekly audits to include vehicle and equipment inspections
- Determining content and conducting daily safety briefings
- Maintaining site sign-in logs.
- Conducting air monitoring.
- Reporting and management of all onsite incidents and near misses.
- Must have the ability to review, read, understand, make suggested updates, and keep current site-specific Accident Prevention Plan, Site Safety and Health Plan, and Activity Hazard Analysis in accordance with USACE EM 385-1-1 and OSHA regulations, policies, and procedures.
- Must have the ability to independently assess the need to, and provide recommendation for, amendments to the APP, SSHP, and AHAs.
- Ability to prepare written technical reports, daily reports, and conduct site audits is essential.
- Must have the ability to work collaboratively with personnel at all levels of the Company and on project site(s).
- Must be able to work effectively with the onsite USACE and PMO representatives.
- Strong written and verbal communications skills to include report-writing, conducting effective meetings, and personnel interactions are required.
- Maintaining a professional appearance and demeanor is required at all times.
- Must possess the ability to monitor for and recognize symptoms of workers suffering from heat and cold stress.
- Ability to develop and institute site-specific controls to abate worker heat and cold stress conditions is required.
- Knowledge of OSHA and USACE health and safety regulations regarding hazardous waste site and general construction, asbestos abatement, and demolition site operations.
- Knowledge of theory of operation and ability to calibrate and use field screening instrumentation and sampling devises such as organic vapor analyzers, combustible gas indicators, toxic gas meters, dust meters, and radiation monitors, personnel air samplers, and passive detection devices to collect samples and measures the presence of chemical, explosive and radiological hazards at cleanup sites.
- Ability to interpret data and evaluate hazards from air monitoring and survey results is essential.
- Must have good knowledge of available resources which provide chemical specific facts to supplement industrial hygiene data.
- Must have knowledge of exposure limits, chemical and physical properties of hazardous substances.
- Ability to evaluate site survey results against exposure limits for hazardous substances is required.
- Ability to develop and institute site-specific controls to protect workers against exposure to hazardous substances.
- Required knowledge of factors which may contribute to worker heat and cold stress conditions.
- Must have five (5) years of on-site experience in environmental remediation, construction, asbestos and ORM abatement, and demolition on environmental projects including, asbestos, ORM, lead, petroleum, and other hazardous substance response and cleanup actions. A minimum of five years in a capacity of site safety and health officer with responsibility for preparing and ensuring proper implementation of site-specific health and safety plans and conducting daily tailgate safety meetings.
- Minimum of a High School diploma or equivalent is required.
- Experience on Department of Defense and Army Corps of Engineer Projects is a must.
- Safety certification(s), are a plus, i.e., CHST, CSP, ASP, CHMP, CHMM, etc.
- Position requires the training and experience to perform all essential functions and demonstrate the knowledge and abilities of a Site Safety Officer.
