Quality and Compliance Instructional Design Lead – Social and Health Program Consultant 4

We have an exciting growth opportunity for a Quality and Compliance Instructional Design Lead to join our team with the Economic Services Administration (ESA), Community Service Division Headquarters Office.

As the Quality and Compliance Instructional Design Lead, you will serve as the designated expert on federal and state social service programs and is responsible to provide support and guidance expertise for Social Service Training Specialists (SSTS) for Quality and Compliance instructional design.

You’ll provide expert consultation to leadership and technical assistance to Community Services Offices (CSOs), statewide Customer Services Contact Center (CSCC), upper and mid-management staff, tribes, Employment Security Department, Department of Commerce, State Board of Community and Technical Colleges, Refugee and Immigration Assistance providers, Basic Food outreach providers, community-based organizations, and other division headquarters and regional staff.

Some of what you’ll do:


  • Assist in the establishment of goals and objectives for the program & team
  • Coordinate and review Quality and Compliance Instructional Design Team products
  • Monitor products in development and troubleshoot issues as needed
  • Coordinate staff activities
  • Respond to requests for training support or inquiries with the Learning Center
  • Monitor and audit Quality and Compliance Instructional Design staff work
  • Plan and conduct supplemental training
What we’re looking for:
  • Current working knowledge of Federal and state laws, policies, rules, and regulations related to social, financial, and health programs
  • Extensive knowledge and experience with Microsoft Office, MS Teams, video-making/editing software, Quiz-maker, Snagit, Adobe, SharePoint, Storyline & Articulate 360 software
  • In-depth experience with Langevin Instructional Design and other approved design methods
  • Extensive knowledge and skill in case management, financial or social services-related programs
  • Knowledge of practices of program planning and evaluation, employee training, division operating procedures, and the collective bargaining agreement
  • Experience in utilizing the Learning Center to create reports to capture evaluation and assessment data
  • Effectiveness in public speaking and written communication
  • Experience conducting training presentations or workshops
  • Flexibility and ability to adapt to support various adult learning styles
  • Organizational skills
  • Ability to work independently and collaboratively with colleagues and stakeholders
  • Ability to creatively present training content to engage adult learners
  • Proven ability to identify problems and develop and implement solutions
Who should apply:
Professionals with one year of experience as a Social and Health Program Consultant 3 or equivalent
OR
Two years of experience as a Social and Health Program Consultant 2 or equivalent
OR
A bachelor’s degree in social work, a health or social science, public administration or a related field AND five years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs
OR
A master’s degree in social work, a health or social science, public administration or a related field AND four years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs.

  • Additional qualifying experience will substitute, year for year, for the required education
