Behavioral Health System Baltimore (BHSB) is seeking candidates for the position of Special Projects and Procurement Coordinator, for a full time position in a hybrid work environment, in Baltimore, Maryland. This position reports to the Special Projects Manager. The Special Projects Coordinator is responsible for developing, managing, and improving cross-departmental systems and processes, including for procurements and letters of support. The incumbent is expected to collaborate with internal and external stakeholders to ensure effectiveness and efficiency in these processes.
Essential Functions
- Manage select BHSB Procurement Processes:
- Develop and manage processes to ensure the overall efficiency and effectiveness of BHSB procurement processes for internal staff, external partners, and applicants, resulting in fair and unbiased processes with the most qualified applicants being selected.
- Develop and maintain procurement template documents that support procurement processes.
- Serve as lead for the management of the procurement processes from identification of need for procurement to selection of vendor.
- Provide support and technical assistance to internal staff throughout the procurement process.
- Develop procurement documents in collaboration with relevant staff (e.g., RFPs, screening and rating tools, email communication, etc.).
- Plan, schedule, facilitate meetings related to procurement processes (e.g., check-in, review committee, and pre-proposal conference meetings).
- Serve as single point of contact for external procurement communications.
- Develop and host training/technical assistance sessions for the community on submitting successful proposals to BHSB.
- Manage the procurement process to identify and select trainers.
- Develop and manage a strong communication strategy in collaboration with the Policy & Communications Department to enhance and expand communication with existing and potential stakeholders.
- Manage letter of support process:
- Develop and maintain an effective process for staff and external partners to request letters of support for grant proposals and other opportunities.
- Develop all letters of support in collaboration with relevant staff.
- Work across the organization to learn, create, and share applicable best practices.
- Engage in continuous quality improvement efforts related to assigned areas of work (i.e., procurement and letters of support processes).
- Identify internal and external opportunities for improvement and work with supervisor and/or leadership to offer solutions.
- Understand and keep up to date on applicable local, state, and national policies and requirements that affect the processes, the organization, and system of care.
- Work effectively and collaboratively with others, both internally and externally.

- Serve as part of BHSB’s disaster response team as needed, in any capacity that is needed.
- Perform other duties as assigned.
Knowledge, Skills and Abilities
- Bachelor’s degree with 3 years of progressive experience. Or a master’s degree with 2 years of experience
- Prior experience in procurement and/or grant processes in the non-profit sector preferred
- Knowledge of Baltimore City’s Public Behavioral Health System preferred
- Proven project management experience
- Strong analytical skills
- Strong oral and written communication skills

- Very strong skills to communicate clear directions

Supervisory Requirements: This position has no supervisory responsibilities.
