Description
The Kentucky Department of Veterans Affairs (KDVA) is charged with ensuring that all Kentucky veterans and their families obtain the benefits and services they have earned.
The Staff Assistant position is responsible for serving as a chief administrative support position for the Kentucky Department of Veterans Affairs, Office of Kentucky Veterans Centers' (OKVC) Executive Director in the analysis, formulation and administration of multi- divisional and/or intra cabinet budgeting, policy planning and management policies with regard to programmatic areas assigned to the Office of Kentucky Veterans Centers. Performs other duties as required.

This job requires mandatory COVID 19 vaccination or an approved exemption in accordance with CMS-3415-IFC from the Centers for Medicare & Medicaid Services. This means if appointed to the position, the applicant must have completed the primary vaccination series for COVID-19, which means the administration of a single-dose vaccine or the administration of all required doses of a multi-dose vaccine upon commencement of employment. The vaccine received must be one of the FDA-approved or FDA-authorized vaccines. Proof of vaccination will be required. If a medical or religious exemption is sought, the candidate must submit paperwork to the employer prior to appointment for review and approval.

Responsibilities may include, but are not limited to:
- Drafts policies and performance improvement goals and plans, in conjunction with subject matter experts for agency and/or facility implementation
- Develops and implements a system for monitoring and auditing the quality assessment and performance improvement program in the agency's veterans centers to ensure it is executed consistently.
- Reviews regulatory requirements and changes related to the areas of operational/organizational quality assessment and performance improvement for the OKVC and its state veteran’s centers and incorporates them into policy and organizational practice
- Performs analysis of data related to quality assessment and performance improvement for the OKVC and its state veteran’s centers to assist in the identification of areas for improvement.
- Completes annual reviews of quality assessment and performance improvement policies and programs as outlined by the various regulatory agencies
- Participates in the annual evaluation of the effectiveness of the agency and it's state veterans centers Quality Assurance and Performance Improvement program.
- Other duties as assigned.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree
EXPERIENCE, TRAINING, OR SKILLS: Six years of administrative or management experience.
Substitute EDUCATION for EXPERIENCE: A master's degree will substitute for one year of the required experience.
Substitute EXPERIENCE for EDUCATION: Additional administrative, management, or research experience will substitute for the required education on a year for year basis.

Working Conditions
Incumbents working in this job title primarily perform duties in an office setting. Minimal travel may be required.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
