Candidate will be the Subcontract Program Manager responsible for subcontractor performance and will lead a cross functional team overseeing supplier performance in support of the classified Franchise program suite under the Undersea Warfare (USW) business portfolio located in Manassas, VA. Due to the classified nature, candidate will be required to be 100% on-site in Manassas, VA.

Primary job responsibilities will be directing and managing all costs, quality, schedule, financial and technical performance requirements that are levied on the subcontractor(s) and is required to ensure performance in support of the contract milestones. Develops sourcing and subcontract program management strategic plans that address overall program capture needs and execution. Acts as the main focal point to the subcontractor and program management office. Responsible for and directs all phases of the subcontract from initiation of the business case for make or buy decisions through requests for proposals, subcontract management plans, negotiation strategy, cost accountability, and program execution. Makes decisions affecting the performance of the subcontractor. Establishes milestone objectives and manages performance to committed schedules and contractual specifications.
Basic Qualifications:
  • Secret clearance
  • Supply chain or subcontract management/administration experience with proven record of performance and leadership with focus on mission success
  • Bachelors degree from an accredited college in a related discipline, or equivalent experience/combined education, with 7 years or more of professional experience; or 6 years of professional experience with a related Masters degree
  • Experience with Federal Acquisition Regulations (FAR) or Defense Federal Acquisition Regulations (DFAR), or Department of Defense Contracts (DOD)
  • Demonstrated ability to proactively team with all levels of the organization/program
  • Demonstrated technical aptitude
  • Able to develop strong relationships with supplier, IPT counterparts, and customers
  • Familiarity with basic programmatic principles, including EVMS
  • Experience in developing and executing Business/subcontract management strategies
  • Strong complex subcontract/contract experience, teamwork/team building expertise, proven leadership, negotiation skill sets
  • Excellent understanding of Government, commercial and procurement/subcontracting practices
  • Possess excellent communication skills, both written, verbal, and presentation, to effectively communicate business cases to all levels of peers, suppliers, as well as program and executive management.
Desired Skills:
  • Experience in a LM Line of Business and/or supporting a program.
  • Cost account management (CAM) certification and/or experience.
  • Comprehensive knowledge of supply chain
  • Understanding of LMAP
  • Strong background in defense Technical Data Packages
  • Strong interpersonal skills and the ability to work with and manage supplier and internal customer relationships.
  • Working knowledge of mission systems products, drawings/technical data, development and manufacturing processes
  • Experience in finance, cost/price analysis, schedule analysis, budgeting, and negotiations
  • Strong Analytical Skills and Data Analysis

Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.
Schedule for this Position: 4x10 hour day, 3 days off per week
