Under general supervision of the Director of Public Works, the incumbent performs duties necessary to manage the daily operations of the Fleet & Facilities division to ensure the proper planning, maintenance, safety, and operation of City buildings, facilities, equipment, related grounds, and security. The incumbent is also responsible for planning, directing, managing, and coordinating programs and processes for the acquisition, assignment, utilization, maintenance, repair, replacement, and disposal of all City vehicles. Other job duties include the supervision of assigned personnel, coordinating activities with contractors, vendors, etc.; and performing repair and maintenance duties as necessary to meet schedules and demand.

Essential Duties:

  • Manage and supervise the activities and employees of the Fleet & Facilities division in a manner that emphasizes customer service. Supervise, train, coach, counsel, and manage the performance of those staff members. Direct, assign, schedule, review, and evaluate work activities.
  • Maintain safe operation of all City facilities, including, but not limited to: identification of construction and repair needs; inspection and diagnosis of malfunctions; service, maintenance, and minor repair of buildings; HVAC maintenance; plumbing, electrical, and carpentry work; and response to work order requests from City employees.
  • Plan, direct, manage and coordinate programs and processes for the efficient and timely acquisition, assignment, utilization, replacement, and disposal of all City vehicles. Communicate with City Secretary staff to ensure accuracy of City vehicles on the insurance property schedule.
  • Maintain safe operation of all City vehicles, including, but not limited to: identification of repair needs; inspection and evaluation of vehicles, especially regarding reports of malfunctions; service, maintenance, and repair of vehicles; and response to any and all service requests from City employees.
  • Ensure the City’s compliance with applicable local, state, and federal requirements.
  • Develop, manage, and execute preventative maintenance and repair schedules, and facility and equipment inspections.
  • Manage outsourced or contracted facility and vehicle/equipment maintenance services by developing scope of work, specifications, and bid or Request For Proposal (RFP) documents for services, repairs, and improvements. Oversee the work of outside contractors or vendors.
  • Perform research, compile and analyze data, and prepare reports and records related to the division’s activity, or as requested.
  • Prepare, monitor, and maintain the division’s budget and expenditures.
  • Communicate professionally, promptly, effectively, and courteously with fellow employees and the public in writing, in person, and on the telephone.
  • Coordinates all work projects with other City departments and ILA organizations to ensure efficient work flow and productivity including estimates and workorder billing.
  • Administers the City’s fuel usage, including user distribution and proper tank levels.
  • Serve as a member of the Fleet Safety Committee per the City’s vehicle use policy.
  • Manage Capital Improvement Projects as requested
  • Seek out and apply for grant opportunities
  • Control energy usage and manage saving opportunities

Qualifications:

Education, Training and Experience Guidelines

  • Associates or Technical degree in closely related field.
  • Five (5) to seven (7) years of progressively responsible experience in a similar role.
  • Three (3) years of experience in a supervisory position.
  • Industry-related licenses or certifications preferred, such as:

HVAC

Electrical

Plumbing

Auto or heavy equipment mechanic

  • Must have valid Texas Driver’s license and safe driving record.
  • Must pass a pre-employment screening, background check and employment eligibility verifications.

LICENSE AND CERTIFICATION REQUIREMENTS
HVAC license
Possession of a valid Class B Texas driver’s license.
Master ASE Truck and Automotive
Master EVT certifications

PHYSICAL DEMANDS AND WORKING ENVIRONMENT
The essential functions of this position are performed primarily in an indoor environment and in a seated position. Some work may be performed in an outdoor environment in which the employee may be exposed to heat, cold, inclement weather, dust, strong odors, etc. Position requires frequent sitting, repetitive motions, balancing, bending, carrying, crouching, kneeling, reaching, standing, stooping, twisting, lifting of up to fifty (50) pounds, fine dexterity and the ability to clearly see and hear. Occasional climbing, crawling, and pushing/pulling may be required for some duties. Must be able to use various office equipment, including but not limited to, computers, audio/visual technology, telephones, printers, copiers, etc. All safety guidelines must be observed and safety equipment worn where required.

REQUIRED KNOWLEDGE, SKILLS, & ABILITIES:

· Knowledge of building management systems, building lighting controls, building security/access control systems, HVAC, and preventative maintenance.

· Knowledge of vehicle preventative maintenance, acquisitions/disposals, lease terms, and replacement cycling.

· Knowledge of project management, bid specifications, and vendor/contractor relations.

· Knowledge of safety protocols and procedures, and applicable industry codes/laws/regulations,

· Excellent oral, interpersonal, and written communication skills.

· Knowledge of Microsoft Office and work order management software (i.e. Word, Excel, PowerPoint, etc.)

· Knowledge of local and state laws and regulations that apply to the position.

· Ability to read and analyze blueprints, schematics, contracts, and other applicable documents.

· Ability to monitor and assess workloads; prioritize effectively; and assign tasks through appropriate decision making in a dynamic, changing environment with professionalism, flexibility, and adaptability.

· Ability to work well under pressure; to utilize strong attention to detail; exhibit effective professional judgement through initiative and creative problem solving; and effective organization skills.

· Ability to work effectively in a team environment, and treat employees, co-workers, and customers with professionalism, courtesy, and respect. Ability to maintain strict confidentiality in all aspects of the job.

· Ability to adhere to all department and City policies and procedures.
