    JOB TITLE : Supervisor, Early College Access Programs

    REPORTS TO: Coordinator, College and Career Readiness

    DEFINITION : Provides expertise, service, support, and leadership to teachers, administrators, and other stakeholders in the development, implementation, maintenance, and expansion of all Early College Access Programs (ECAP) and initiatives.

    EXAMPLES OF ESSENTIAL DUTIES :
    • Oversees the implementation of the Baltimore County Teaching and Learning framework by supporting quality instruction using culturally responsive and data driven practices in all Early College Access Programs.
    • Supervises professional staff in the implementation of ECAP initiatives.
    • Serves as a liaison to the College Board, supporting system-wide Advanced Placement (AP) Programs and all initiatives related to the SAT Suite of Assessments.
    • Develops and delivers professional learning and training for all AP, PSAT, SAT, and SSD Coordinators to ensure secure testing administrations.
    • Works with school-based leadership teams to disaggregate PSAT and SAT scores and AP Potential data to create equitable opportunities for students to access advanced coursework.
    • Develops and supports curricula maintained by the Office of College and Career Readiness, and the teachers of AP Seminar, AP Research, AVID, College and Career Readiness Assessment Preparation, and Effective Learning Habits for College and Career Readiness.
    • Collaborates with other content offices to support the curricula for, and teachers of, AP Content Courses.
    • Collects, analyzes, and shares performance data of students on Accuplacer, ACT, ALEKS, AP, ASVAB, SAT, and other college and career readiness assessments to identify those programs needing improvement, support, and/or expansion.
    • Serves as the facilitator of dual enrollment, collaborating with local colleges and universities to provide early college access experiences for high school students.
    • Develops and delivers information sessions on all dual enrollment opportunities to School Counselors, Administrators, Students, Parents, and other Stakeholders.
    • Partners with the Community College of Baltimore County (CCBC) to maintain and expand the Tuition Free Program.
    • Partners with staff from BCPS content offices and CCBC to evaluate, maintain, and expand dual credit offerings.
    • Partners with school-based staff and staff from CCBC to coordinate On Location placement testing and courses.
    • Partners with staff from the Early College Program (ECP) at Woodlawn High School, the Pathways to Technology Early College High School (P-TECH) at Dundalk and Owings Mills High School, and CCBC to ensure the successful implementation of the programs.
    • Co-Chairs a College and Career Readiness program advisory board that supports system-wide Early College Access initiatives.
    • Identifies culturally relevant materials, resources, content, multi-media, and software that support the instructional programs and the needs of a diverse student population.
    • Maintains personal professional growth for certification and skill standards that are relevant to college and career readiness.
    • Performs other duties as assigned.



    MINIMUM QUALIFICATIONS :

    Education, Training and Experience:
    • Graduation from an accredited college or university with a master’s degree.
    • Five years of successful teaching and/or counseling experience on the secondary level.
    • Two years of leadership/management experience.
    • Experience as a School-Based PSAT, SAT, and/or AP Coordinator is preferred.
    • Experience with Dual Enrollment programming and advising is preferred.

    License and Certification:
    • Possession of, or eligibility for, a Maryland Advanced Professional Certificate with an Administrator I endorsement.

    Knowledge, Skills, and Abilities:
    • Demonstration of strong, culturally relevant leadership, communication, and human relation skills.
    • Thorough knowledge of curriculum development and professional development for the adult learner, the College Board SAT Suite of Assessments and Advanced Placement Programs, Dual Enrollment Programs, and the AVID College Readiness System.
    • Demonstration of strong computer and instructional technology skills.
    • Knowledge of and skill in data analysis.

    PHYSICAL AND ENVIRONMENTAL CONDITIONS :
    The work of this position is generally sedentary and performed in an office environment. Work includes the operation of office equipment, including personal computers, and occasional limited physical activities. Position requires attendance at evening, weekend, and overnight activities and meetings.

    FLSA Status : Exempt

    Eligible for membership in the Maryland State Retirement System.

    SALARY: Grade 10 on the BCPS CASE 12-month pay scale $94,993 - $138,386.


    This position is eligible for membership in the Maryland State Retirement System.

    Pre-Employment Requirements:
    • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (per COMAR) completed. The fee charged for fingerprinting is $106. An identification card will be issued which must be shown prior to employment.
    • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
    • If you have military experience you will be asked to provide a copy of DD214.
    • Official transcripts for all higher education must be received prior to contract signing.
    • Some positions will require employees to undergo a physical examination and/or drug testing.
    • All newly hired personnel must attend a Badges and Benefits session.
    • Additional job verification will be required for salary credit.
