Position Summary: The ideal candidate will support the District’s mission and vision and will have the primary responsibility to develop and manage all programs and services for students with disabilities. They provide support to schools and special centers, including the coordination, planning, monitoring, and evaluation of services designed to meet the requirements set forth by federal and state legislation for educating children and youth with disabilities. The Supervisor coordinates services for pre-school children with disabilities, the management and use of federal funds provided for special education, and the planning and coordination of all special education programs and services.

The William Penn School District is located in southeastern Delaware County and serves approximately 5,000 students who reside in Aldan, Colwyn, Darby, East Lansdowne, Lansdowne, and Yeadon Boroughs. Key Responsibilities & Essential Duties:

Provide professional leadership in organizing, administering, supervising, and evaluating the effective delivery of special education services.

Improving instruction in schools through the provision of well-designed curriculum, high quality instructional materials, and the identification of effective instructional practices, including implementation of the WPSD curriculum and special curricula.

Increasing support for effective school program implementation and improved classroom instruction through coordinated efforts with district and school-based administrators and specialists.

Achieving goals that may be outlined in WPSD strategic plan or audit.

Establishing partnerships among general and special educators, parents, other government agencies, the community, and the business sector to promote the success of students with disabilities in all aspects of WPSD and the community.

Assures a high quality of support to schools and special centers, including the coordination, planning, monitoring, and evaluation of services by:

Designing and administering continuing evaluation of the programs and services.

Coordinating programs for students with disabilities throughout WPSD.

Meeting the requirements set by federal and state legislation for educating children and youth with disabilities.

Recognizing and encouraging outstanding performance for persons within the special services department.

Providing leadership in planning and organizing staff development activities designed to promote more effective leadership, improve communication, and upgrade instruction.

Keeps knowledgeable regarding ongoing and new program development by:

Reviewing recent literature and research studies and reports.

Evaluating findings and suggesting changes or modifications to improve existing programs.

Keeping abreast of local, state, and national developments in order to affect changes in operation as necessitated by current changes in society, business, education, etc.

Communicating with staff and community and responding to concerns about the instructional programs, facilities plans, training programs, and budget.

Assures program quality by:

  • Assisting in curriculum and instruction, assessment in conducting research and evaluation studies related to the instructional program.
  • Identifying in-service needs, planning and coordinating staff training programs in cooperation with the Office of Staff Development, designed to assist administrators and teachers in implementing instructional programs
  • Participating in the selection, assignment and evaluation of staff.

Assists the Assistant Superintendent with Special Education administrative functions by:

  • Providing leadership, information, and recommendations to assist the assistant superintendent in making prudent decisions regarding the operation and management of the special education services department.
  • Providing supporting data as necessary in order to prepare and develop the annual departmental operating budget
  • Representing the school district in contacts with local, state, and federal agencies in matters pertaining to special education.
  • Authorizing all special education services staff recommendations
  • Assisting in the preparation of special reports.
  • Performing all duties required by state and federal statutes and by Board of Education policy and action.
  • Representing the District in due process hearings and other legal proceedings.
  • Overseeing School Based Access Program
  • Participating under the direction of the Assistant Superintendent in PA Bureau of Special Education Cyclical Monitoring

Knowledge of the Pennsylvania School Code, Individuals with Disabilities Education Act (IDEA), (P.L. 101-476), formerly the Education of the Handicapped Act (P.L. 94-142); the Americans with Disabilities Act; other legislation that impacts students with disabilities.

Knowledge of School Board Policy related to the education of students with disabilities.

Ability to manage internal or external resources providing services to students with hearing, vision, physical, or speech/language disabilities; programs for students with intellectual disabilities, serious emotional disturbance, learning disabilities, assistive and augmentative technology, transition services, and autism.

Knowledge of PA Core Standards and Eligible Content

Knowledge of Instructional Planning Guides as it relates to the instructional block

Knowledge of Digital Curriculum components

Ability to courageously lead conversations focused on equity, closing opportunity gaps, and equal access to technology-infused lessons of rigor.

Ability to establish and maintain effective working relationships with District staff and administrators, students, parents or guardians, outside agencies, and the public, in a multi-ethnic, multicultural, multilingual environment.

Ability to receive and implement feedback to improve practice and systems.

Required Qualifications:

Master's degree from an accredited college or university in special education administration or supervision

Pennsylvania administrative and/or supervisory certification

Five years of teaching and serving students with disabilities across a range of ages and settings

Demonstrated successful experience in providing leadership in the planning, development, and implementation of district-wide policies, programs, and procedures related to special education.

Successful experience in the administration of school-based special education programs at the school and district wide level

Experience working with a continuum of special education programs for students with disabilities

Access to reliable transportation

Preferred Qualifications:

Doctoral degree
