Duties
- Responsible for providing leadership for the snowpack, water supply, climate, drought monitoring and associated hydrologic information and technology development needs of the United States.
- Provide strategic advice to senior leadership on mission related issues.
- Organize, manage, and direct strategic plans, programs, and other initiatives to support the National Water and Climate Center overall mission.
- Lead and coordinate the development of national policy and in planning and implementing the responsibilities of the agency's NWCC
- Direct technology research and development operations in support of program activities.
- Provide leadership, guidance, and direction to water and climate national experts in data acquisition, data quality control, forecasting, analysis, model development, and interpretation aspects of the program.
- Provide technical overview of staff activities in preparation of technical writings, technical notes, technical guides, interpretation and development of policy, guidelines, program safety and other instructional materials.
- Plan work to be accomplished by subordinates, sets, and adjust short term priorities, prepares schedules for completion of work and assigns work to subordinates based on priorities.
- Prescribe and direct the application of new or revised management methods to affect efficiencies.
- Recommend and approve awards or bonuses and changes in position classification; researches, develops, and implements methods to eliminate or reduce significant bottlenecks and barriers to production and promote team building.
- Provide leadership and guidance for the understanding and application of personnel rules and regulations as they apply to the Equal Employment Opportunity and Affirmative Employment Programs.

Qualifications
BASIC REQUIREMENTS for the GS-401:
Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position;
OR
Combination of Education and Experience: Courses equivalent to a major, as shown under Degree section above, plus appropriate experience or additional education.
BASIC REQUIREMENTS for the GS-1301:
Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics;
OR
Combination of Education and Experience: Courses equivalent to one of the majors, as shown under Degree section above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered:
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying:
Specialized Experience for the GS-14: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-13 grade level in the Federal service, performing the following duties:
- Performing periodic reviews of work completed by snow, water and climate national experts for conformance of quality control standards;
- Serving as a member of a team performing climate data and analyses to conduct drought monitoring and associated hydrologic information for the United States;
- Partnering with other Agencies, States, and organizations on water supply forecast reports, data summaries, and analytical evaluations are released to the public in a timely and cost-effective manner;
- Conducting human resource functions related to employee performance and personnel actions; AND
- Providing input and/or was on a Team drafting regional and/or national policy;
Specialized Experience for the GS-15: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-14 grade level in the Federal service, performing the following duties:
- Working with snow, water and climate national experts to create quality control standards for a department, organization, or Agency;
- Leading or supervising a team performing climate data and analyses to conduct drought monitoring and associated hydrologic information for the United States;
- Issuing guidance or creating policy for water and climate national experts on data acquisition and data quality control program;
- Proving oversight and approval on human resource functions related to employee performance and personnel actions; AND
- Drafting regional and/or national policy;
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
